[DDI-CDG] Proposal

Dear CDG!

I have attached the final version of our proposal for the SRG. Please 
note that Reto and Achim have both handed in additional papers of their 
own, which are closely related to our work. They are both mentioned in 
the proposal and will be on our website tomorrow.

Thank you all for your contributions. I think we have still some way to 
go, but I'd say: westward ho!
