Back from trow weeks in Crete, I find a notice by Meinhard informing me 
that I forgot toinclude the attachment. Sorry for that.

The SRG should have got it anyway, since I sent it directly to Wendy and 
I-Lin, with whom I had discussions on some details.

Here an updated version of the proposal text, which was a very first draft 
in the preceding version. Thanks to Meinhard for his comments and suggestions.
