[DDI-CDG] Handling the repeated cross-national datasets, Draft 3

Dear all,


Since I have progressed on issues, which are also addressed by Meinhards 
comments, I send you the present state of the document.

Changes:
- Title (to be consistent with the idea that so many things are 
comparative, that more precision is wellcome)
- Type of studies (p. 11 and ff.), which is new
- Processes (pp. 15-22) which has been largely worked over.

The most actual change regarding the discussion on definitions is the 
second (type of studies).
