[DDI-CDG] Drafting the proposal

Doesn't it make more sense to do it around 3 PM Cologne time (4 PM in
Finland; 9 AM in Ann Arbor; 8 AM in Minneapolis) or one hour later (4 PM
Cologne time; 5 PM in Finland; 10 AM in Ann Arbor; 9 AM in Minneapolis)?
