[DDI-ADG] survey definitions

Ilona,

I would assume most methodology issues come under the planned 
DataCollection module in 3.0.  I would assume that the instrument 
documentation group is working on this.  It seems like we might want to 
touch base with them as we delve into methodology-related issues.  I don't 
think anyone's also on that group, but maybe one of the SRG reps. could 
bring it up at an SRG meeting w/the SRG liaison to that group.
