[DDI-ADG] J's outline for aggregate data

Hi.
I looked at J's "flexible" module and it seems to work just fine for use 
cases 1 and 3. I am a little less comfortable with use type 2 
(CompleteCubeTable) where it seems to me that the same sequence of tags 
would be used to document both dimension values (which are not really data) 
and the actual observation (aggregation) which IS data. Or am I misreading 
something? Do we even need to describe such a "full table" that would give 
row and column location not only for data (the observation) but also for 
"metadata" (dimension values)?
This is where I am getting confused...
