JoAnne McFarland O'Rourke
Human Research Protections Officer
Inter-university Consortium for Political and Social Research
Institute for Social Research
University of Michigan
At ICPSR, Ms. O'Rourke is responsible for developing tools and processes to ensure human subjects protection, developing new archival and distribution projects, and developing and conducting training both internally and nationally. She composed and led ICPSR's first disclosure review board (DRB), and she led the development of two systems for providing access to restricted-use data: online analysis of data behind an analytic interface that conducts on-the-fly disclosure assessment, and a system for providing secure access to microdata via a Web portal
Ms. O'Rourke's research interests are in the areas of disclosure risk assessment and methods of securely providing data access to broad audiences. In 2009, she developed and began advancing the concept of moving disclosure risk assessment to the beginning of the survey process to facilitate rapid data release and the most robust data products possible.
Ms. O'Rourke is also a clinician and provides counseling and neurofeedback training for issues affecting couples, individuals, and families. She holds a Master of Social Work degree from the University of Michigan and a Bachelor of Science degree, Magna cum Laude, in psychology from Western Michigan University.
