Summary: The Fall 1994 Elementary and Secondary Civil Rights Compliance Report was conducted by Opportunity Systems Incorporated (OSI) for the Department of Education, Office for Civil Rights (OCR). Selected school districts throughout the country were required to complete a district-level form with summary information (ED101).
