Principal Investigator(s):

Summary:

This collection provides nationally representative data on persons held prior to trial and on convicted offenders serving sentences in local jails or awaiting transfer to state prisons. Data cover individual characteristics of jail inmates, current offenses, sentences and time served, criminal histories, jail activities, conditions and programs, prior drug and alcohol use and treatment, and health care services provided while in jail. Part 1, Numeric Data, contains numeric data for all questions in the survey, while Part 2, Alphanumeric Data, consists of non-numeric answers to the "Other, Specify" selection available for some of the questions.

Scope of Study

Subject Terms:   correctional facilities, criminal histories, demographic characteristics, drug use, inmate programs, inmates, jail inmates, jails, offenses, sentencing

Smallest Geographic Unit:   United States

Geographic Coverage:   United States

Time Period:

  • 2002

Date of Collection:

  • 2002-01--2002-04

Unit of Observation:   individual

Universe:   Male, female and juvenile inmates held in institutions listed in the 1999 Census of Jails plus jails opened after the census but before the spring of 2002.

Data Types:   survey data

Methodology

Sample:   The sample for the 2002 survey was selected from a universe of 3,365 jails housing 529,084 adult males, 67,464 adult females and 9,449 juvenile (both male and female) inmates. The sample design was a stratified two-stage selection, in which jails were selected in the first stages and inmates to be interviewed were selected in the second stage. In the first sampling stage, using a target jail sample size of 460, six separate strata were formed based on the size of the male, female, and juveniles populations in each jail.

Weight:   Through the application of weights and a series of adjustments, the data for the 2002 survey were weighted so that the sum of all sample weights would equal 631,241 (which was the total number of inmates in local jails on June 30, 2001, estimated by the 2001 Annual Survey of Jails). The weighting procedure consisted of a base weight for each inmate and four adjustment factors that produced the final weight for the survey.

Mode of Data Collection:   computer-assisted personal interview (CAPI)

Response Rates:   84 percent

Extent of Processing:  ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection:

  • Standardized missing values.
  • Checked for undocumented or out-of-range codes.
