The Uniform Facility Data Set (UFDS), formerly the National Drug and Alcohol Treatment Unit Survey or NDATUS, was designed to measure the scope and use of drug abuse treatment services in the United States. The survey collects information from each privately- and publicly-funded facility in the country that provides substance abuse treatment as well as from state-identified facilities that provide other substance abuse services. Data are collected on a number of topics including facility operation, services provided (assessment, therapy, testing, health, continuing care, programs for special groups, transitional services, community outreach, ancillary), type of treatment, facility capacity, numbers of clients, and various client characteristics. The main objective of the UFDS is to produce data that can be used to assess the nature and extent of substance abuse treatment services, to assist in the forecast of treatment resource requirements, to analyze treatment service trends, to conduct national, regional, and state-level comparative analyses of treatment services and utilization, and to generate the National Directory of Drug and Alcohol Abuse Treatment Programs and its on-line equivalent, the Substance Abuse Treatment Facility Locator. Additionally, the UFDS provides information that can be used to design sampling frames for other surveys of substance abuse treatment facilities.

Data were collected by Mathematica Policy Research, Inc., Princeton, NJ, and prepared for release by Synectics for Management Decisions, Inc., Arlington, VA, 2000.
Selected variables have been recoded from character data to numeric data. The recoded variables are flags whose values indicate whether imputation was performed to replace missing data for an associated variable. In the original data file, these flags contained character data. "I" was defined as "Value Imputed" and "R", "C", "S", and "E" were defined as "Value Not Imputed". The four codes defined as "Value Not Imputed" have been collapsed and recoded to "0" and the value label changed to "NOT IMPUTED". "I" was recoded to "1" and the value label changed to "IMPUTED". The codebook provided with the dataset contains references to the original values and value labels, not the recoded numeric values.
To protect the privacy of respondents, all variables that could be used to identify individual facilities, including financial data originally collected and included in the dataset, have been removed from the public use file. These modifications should not affect most analytic uses of the public use file.
The codebook describes the public use files as a SAS transport file and an ASCII file with a record length of 1,693. These are the original files and are not included in this release.
The sample included all facilities in the National Master Facility Inventory (NMFI). The NMFI is a comprehensive listing of all known substance abuse treatment facilities and state-identified prevention and education facilities. Questionnaires were distributed to 19,956 facilities in the following general categories: treatment facilities administratively tracked by states and reporting to the Treatment Episode Data Set (TEDS) (9,200), treatment facilities administratively tracked by states but not reporting to TEDS (5,300), treatment facilities not administratively tracked by states (2,500), non-treatment facilities administratively tracked by states (2,400). Of these facilities, 2,057 (10 percent) were determined to have been closed on the survey reference date. The data for an additional 1,204 facilities (6 percent) were included with data reported by an administratively-linked facility. This yielded an effective sample size of 16,695.
self-administered questionnaires and telephone interviews
The response rate of the effective sample was 86 percent (14,291). This data collection is comprised of only the subset of these facilities that provide treatment services, either alone or in conjunction with other substance abuse services. This includes 10,860 treatment facilities, or 76 percent of those facilities that responded to the survey. A total of 82 percent of the 10,860 facilities completed the mail questionnaire and 18 percent completed the survey in a telephone interview directed at mail nonrespondents.
