This data collection tabulates the number of persons convicted of felonies in state courts and describes the sentences these individuals received. Data were collected from state courts and state prosecutors in 100 counties of the United States. Sociodemographic information includes age, race, and sex of felon. Types of offenses committed include homicide, rape, and robbery. Adjudication variables referring to the process between arrest and sentencing are also a part of this dataset. Data can be analyzed on a national level or by the individual counties.

A two-stage stratified cluster sampling design was employed. At the first stage all counties in the nation were divided into six strata. At the second stage, a systematic sample of felons sentenced for murder/nonnegligent manslaughter, rape, robbery, aggravated assault, burglary, felony larceny/motor vehicle theft, drug trafficking, and other offenses was selected from each county's official records.

1989-08-02 ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection:
- Created variable labels and/or value labels.
- Standardized missing values.
- Checked for undocumented or out-of-range codes.
