Summary: This study was an evaluation of the Baltimore County Community-Oriented Drug Enforcement (CODE) Program, which was designed to introduce community policing approaches to combating drug sales in local jurisdictions. In particular, the aim of this project was to assess the effects of the CODE program with respect to citizen attitudes, crime, and market displacement.
