Between June and November of 1975, 1,834 noninstitutionalized persons residing in Cleveland, Ohio, were interviewed by personnel from Case Western Reserve University for the United States General Accounting Office. Of these, 1,519 were reinterviewed one year later (Phase II of the survey). A questionnaire developed by the Duke University Center for the Study of Aging and Human Development in collaboration with the United States Department of Health, Education, and Welfare gathered information on the well-being of these older persons and their use of services. The study sought to assess the social, economic, mental, and physical well-being reported by respondents. It also concentrated on daily activities and on the use and quality of services and the characteristics of service providers.

(1) The total sample of 1,834 is divided into two parts. Older persons in Cleveland are identified by case numbers 1 through 3999 (N = 1,609) and Supplemental Security Income (SSI) recipients by case numbers 6000 through 6999 (N = 225). (2) Data collected in Phase II (which can be identified by sorting on V5001) consists of 1,325 older persons in Cleveland and 194 persons receiving SSI. (3) Data in both Phase I and Phase II also contain cases for individuals under the age of 65. Phase I contains eleven such cases and Phase II contains three cases.
