Scope of Study

Summary:   Since 1930, the Federal Bureau of Investigation has compiled the Uniform Crime Reports (UCR) to serve as periodic nationwide assessments of reported crimes not available elsewhere in the criminal justice system. By 1985, there were approximately 17,000 law enforcement agencies contributing reports either directly or through their state reporting programs. Each year, this information is reported in four types of files: (1) Offenses Known and Clearances by Arrest, (2) Property Stolen and Recovered, (3) Supplementary Homicide Reports (SHR), and (4) Police Employee (LEOKA) Data. Offenses Known and Clearances by Arrest data files include monthly data on the number of Crime Index offenses reported and the number of offenses cleared by arrest or other means. The counts include all reports of Index Crimes (excluding arson) received from victims, officers who discovered infractions, or other sources. The Property Stolen and Recovered data are collected on a monthly basis by all UCR contributing agencies. These data, aggregated at the agency level, report on the nature of the crime, the monetary value of the property stolen, and the type of property stolen. Similar information regarding recovered property is also included in the data. The Supplementary Homicide Reports provide incident-based information on criminal homicides. Further, the data, provided monthly by UCR agencies, contain information describing the victim of the homicide, the offender, and the relationship between victim and offender. The Police Employee (LEOKA) Data provide information about law enforcement officers killed or assaulted (hence the acronym, LEOKA) in the line of duty. The variables created from the LEOKA forms provide in-depth information on the circumstances surrounding killings or assaults, including type of call answered, type of weapon used, and type of patrol the officers were on.

Methodology

Mode of Data Collection:   self-enumerated form

Extent of Processing:  ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection:

  • Performed consistency checks.
  • Created online analysis version with question text.
  • Performed recodes and/or calculated derived variables.
  • Checked for undocumented or out-of-range codes.

  • 2009-06-24 The previous version of the Stata data file for Part 87 did not match the codebook. The problem was fixed and the data and setup files were recreated.
  • 2005-09-30 The column locations were corrected for variables V12 and V153 in the SPSS setup file for Part 11, Supplementary Homicide Reports, 1982. Several corrections were made to the data file for Part 85, Supplementary Homicide Reports, 1994. The SAS and SPSS setup files and the PDF codebook for Part 85 were updated to reflect the corrections.
  • 2005-07-29 Corrected the variable label for V942 in Parts 30, 35, 49, and 50 from "DEC: TOT CLR KNIFE ASSLT" to "DEC: TOT CLR GUN ASSLT." The SAS and SPSS setup files and the PDF codebooks were all updated to reflect the correction.
  • 2005-04-15 Offenses Known and Clearances by Arrest, 1975 was updated at the same time that the years 1960-1974 were added to the UCR collection. The 1975 data have been updated to have a format consistent with the 1960-1974 data.
  • 2005-01-19 The data files for Offenses Known and Clearances by Arrest for 1980 (Part 1) and 1995 (Part 87) have been reprocessed in order to add the variable 'Covered by Code.' The data files for Offenses Known and Clearances by Arrest for 1991 (Part 71) and 1992 (Part 75) have been reprocessed in order to correct the variable 'Covered by Code.' All corresponding SPSS and SAS setup files and PDF codebooks have been updated to reflect these changes.
  • 2005-01-11 SAS and SPSS setup files for Parts 2, 4-6, 8-10, 12, 15, 16, 19-23, 26-28, 30-32, 35, 37, 39, 40, 45, 49, 51-57, 59-61, 63, and 66 have been updated from OSIRIS to LRECL format.
  • 2004-08-24 The SAS setup files for Parts 137, 141, 145, 184, 201-204, 237-252 have been incorporated with their respective datasets. The data files for Parts 2, 4-6, 8-10, 12, 13, 15-17, 19-23, 26-28, 30-32, 35-37, 39, 40, 44, 45, 49-57, 59-61, 63, and 66 have been updated from OSIRIS to LRECL format and the OSIRIS dictionaries have been removed. The ASCII codebooks for Parts 1, 33, 41, and 67 have been removed. The SAS setup files for Parts 1, 3, 7, 11, 13, 17, 36, 44, 50, 65, 67-87, 91, and 95 have been updated. The case counts for Parts 1, 3, 14, 38, and 46 have been corrected in the study description. The variable counts for Parts 1, 24, 38, 46, 58, 62, and 70 have been corrected in the study description. The logical record length for Parts 1, 38, 46, 58, 62, and 70 have been corrected in the study description.
  • 2004-02-24 Data for Part 64 (Property Stolen and Recovered, 1989) have been updated. The data were reprocessed using the original data file supplied by the principal investigator, and corresponding SAS and SPSS setup files have been created. The codebook has also been revised to reflect these changes.
  • 2002-05-21 The data file for Part 83, Offenses Known and Clearances by Arrest, 1994, has been replaced to correct a problem with the values for the Address variables. The codebook and corresponding SAS and SPSS setup files have been modified and replaced as well.
  • 2000-10-18 The data file for Part 97, Supplementary Homicide Reports, 1997, has been replaced because the values for "Justifiable Homicide" were missing. The codebook and SAS and SPSS setup files have been modified as well.
  • 2000-09-22 The data file for Part 29, Police Employee (LEOKA) Data, 1984, has been resupplied. The codebook and SAS and SPSS setup files have been modified as well.
