This study investigated recipient officials' perspectives on the federal program for general revenue-sharing created by the Fiscal Assistance Act of 1972. State and local government officials administering revenue-sharing were asked to evaluate its impact on governmental programs, processes, and structures, budget planning and allocations, intergovernmental relationships, and decision-making processes at the community level. Demographic information includes respondent's year of birth, sex, apparent ethnic origin, level of education, other occupation(s), and father's occupation. Special precautions have been taken to preserve the confidentiality of individual respondents.

  1. Three types of weights were used in this study: (1) Primary area weights (or PSU weights), representing inverses of selection probabilities of the primary areas. These weights have been masked to preserve the anonymity of the respondents. (2) Place weights, in proportion to the population represented, to be used when data relate to opinions and attitudes, and for other categorical responses provided by local officials. (3) Sample weights, representing inverses of selection probabilities of respondents, to be used with enumerative data to estimate total amounts or aggregate values. 4) The frequencies and questionnaire are provided by ICPSR as a Portable Document Format (PDF) file. The PDF file format was developed by Adobe Systems Incorporated and can be accessed using PDF reader software, such as Adobe Acrobat Reader. Information on how to obtain a copy of the Acrobat Reader is provided on the ICPSR Web site.
