This study, conducted in January 1975, explored the views on foreign affairs of members of the United States House of Representatives. Three main areas were investigated: attitudes toward the United Nations, attitudes toward foreign aid, and attitudes toward detente with the Soviet Union. A total of 309 out of 435 House members offices responded, and in many cases questions were answered on behalf of the House members by their chief legislative assistants for foreign affairs.

Data Collection Notes:
The survey instrument was designed by members of the United Nations Association of the United States of America staff, and initial data preparation was performed by the Social Science Computation Center of the Brookings Institution.
Sample: The sample included the entire population. The response rate was 71 percent. The distribution among respondents of characteristics like length of service, geographical area represented, and party affiliation closely corresponded to that of the entire House.
