Conducted by the Urban Institute, the Survey of Arts and Cultural Organizations [2000] was part of a series of surveys evaluating the Community Partnerships for Cultural Participation (CPCP) initiative. In the CPCP initiative, a total of ten community foundations around the country received grants from the Lila Wallace-Reader's Digest Fund to induce more people to attend arts and cultural events, encourage people who attend to contribute their time and money as well, and attract people who do not usually attend. The Urban Institute was commissioned to evaluate the initiative through surveys of households and organizations in five of these communities. The Survey of Arts and Cultural Organizations [2000] recorded operating characteristics, performance/exhibition venues, audience expansion and diversification strategies, and organizational partnerships of government or not-for-profit art and culture organizations in five geographic areas: the Kansas City metropolitan area; Humboldt County, California; Silicon Valley, California; Southeastern Michigan; and Boston, Massachusetts. From February 11, 2000 through May 1, 2000, a total of 553 interviews were completed with not-for-profit or government organizations across all five geographic areas.

This data collection was previously distributed by the Cultural Policy and the Arts National Data Archive (CPANDA). The CPANDA Identification number (study number) for this data collection is a00219. CPANDA conducted the following processing steps for release of this collection: produced a codebook, checked for undocumented codes, performed consistency checks, provided frequencies, performed recodes, and reformatted the data.

Surveys were sent by mail to government or not-for-profit art and cultural organizations in the Kansas City metropolitan area; Humboldt County, California; Silicon Valley, California; Southeastern Michigan; and Boston, Massachusetts. Reminder calls were conducted to achieve a higher response rate. This procedure yielded a total of 553 completed interviews. Organizations selected for inclusion in the survey universe met certain arts-related criteria (see Sampling below for details). The data were collected between February 11 and May 1, 2000.

Researchers at The Urban Insitute selected arts and cultural organizations through multiple means. All organizations with NTEE codes starting with A (generally the designation for art and culture organizations) were included, except publishers (category A33) unless they were verified as literary ventures. Organizations without NTEE codes were included if the organization's name contained words related to art or culture. Other organizations selected for inclusion were: city/government arts or humanities councils or commissions; libraries, excluding university or presidential; operating foundations; historic societies; public radio and TV stations; "Friends of..." organizations; horticultural groups; arts providers that are separately incorporated units of colleges and universities; zoos and aquariums. Community foundations assisted in assessing whether to include specific questionable organizations and categories.
