Summary

The Eurobarometer series is a unique cross-national and cross-temporal survey program conducted on behalf of the European Commission. These surveys regularly monitor public opinion in the European Union (EU) member countries and consist of standard modules and special topic modules. The standard modules address attitudes towards European unification, institutions and policies, measurements for general sociopolitical orientations, as well as respondent and household demographics. The special topic modules address such topics as agriculture, education, natural environment and resources, public health, public safety and crime, and science and technology.

This round of Eurobarometer surveys covers the standard modules and the following special topics: (1) The Future of Europe, (2) Awareness of Home Affairs, and (3) E-Communications in the Household. Questions pertain to opinions about EU objectives and policy towards social and economic policy and respondents' awareness of social, economic, and political issues in the EU and its member countries. Other questions pertain to the availability, use, and problems with e-communication tools such as telephones and the internet.

Demographic and other background information collected includes age, gender, nationality, marital status, occupation, age when stopped full-time education, household composition, ownership of a fixed or mobile telephone and other durable goods, difficulties paying bills, level within society (self-placed), and Internet use. In addition, country-specific data includes type and size of locality and size of locality, region of residence, and language of interview.

Data Collection Notes

  1. The original data collection was carried out by TNS Opinion and Social on request of the European Commission from December 3rd, 2012 to December 18th, 2012.

  2. The codebook and setup files for this collection contain diacritical marks used in many European languages.

  3. E-communications module QC partly replicates questions asked in the context of Eurobarometer 75.1 [ICPSR study 34732].

  4. Inconsistencies have been detected for GERMANY in variables: QC5_1 to QC5_8, ECOMM_T10 and ECOMM_T11, QC8 and QC8R, QC9_1, QC11, QC12_1 to QC12_9, QC14, QC15_1 to QC15_10, QC16_1 to QC16_6. Also, the weighting factors for HOUSEHOLD WEIGHTS W69 (WEIGHT EURO ZONE 17) and W70 (WEIGHT NON-EURO ZONE 17) are erroneous and the household redressment weight (W31) is not correctly reproduced. For details please see the errata information in the GESIS study description. ICPSR will update the collection when a new version of the data become available.

Sample

The basic sample design applied in all states is a multi-stage, random (probability) one. In each country, a number of sampling points was drawn with the probability proportional to population size (for a total coverage of the country) and to population density. In order to do so, the sampling points were drawn systematically from each of the "administrative regional units", after stratification by individual unit and type of area. They thus represent the whole territory of the countries surveyed according to the EUROSTAT NUTS II (or equivalent) and according to the distribution of the resident population of the respective nationalities in terms of metropolitan, urban and rural areas. In each of the selected sampling points, a starting address was drawn, at random (following the "closest birthday rule"). All interviews were conducted face-to-face in the people's homes and in the appropriate national language. CAPI (Computer Assisted Personal Interview) was used in those countries where this technique was available. Universe

In all, Eurobarometer 76.4 interviewed 26,693 citizens in the 27 member countries in the European Union. All respondents were residents in the respective country, nationals and non-nationals but EU-citizens, and aged 15 and over. Respondents were expected to have sufficient command of one of the respective national language(s) to answer the questionnaire.

2015-02-24 The collection metadata and the downloadable codebook have been updated to alert users to errata discovered by the German archive, GESIS.

2013-08-09 ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection:

  • Checked for undocumented or out-of-range codes.

Weight

For each country, a comparison between the sample and the universe was carried out. The Universe description was derived from Eurostat population data or from national statistics offices. For all countries surveyed, a national weighting procedure, using marginal and intercellular weighting, was carried out based on this Universe description. In all countries, gender, age, region and size of locality were introduced in the iteration procedure. For international weighting (i.e. EU averages), TNS Opinion and Social applies the official population figures as provided by EUROSTAT or national statistic offices.
