Evaluation of the Partnership for Long-Term Care (PLTC) [California, Connecticut, Indiana, and New York]: Surveys of PLTC/non-PLTC Insurers, Purchasers/Nonpurchasers of PLTC Insurance, and Purchasers of non-PLTC Insurance, 1995-1996 (ICPSR 2466)

Summary:

These surveys were conducted to evaluate the Partnership for Long-Term Care (PLTC), a project in which the Robert Wood Johnson Foundation awarded grants to four states -- California, Connecticut, Indiana, and New York -- to work with private insurers to create long-term care insurance policies that were more affordable and provided better protection against impoverishment than those generally available. PLTC policies combine private long-term care insurance with special Medicaid eligibility standards that protect assets of the insured once private insurance benefits are exhausted. Four parts constitute this collection. Parts 1 and 2 consist of data from a survey of PLTC insurers and of non-PLTC insurers, respectively. Both of these surveys gathered information on marketing methods, underwriting procedures, case management, sales, views on the PLTC, and reasons for participating or not participating in the PLTC. Part 3 comprises data from a survey of purchasers and nonpurchasers of PLTC policies, which included questions about health status, insurance coverage, opinions on long-term care insurance, financial planning for long-term care, income, assets, and demographic and social characteristics, such as sex, date of birth, education, race, Hispanic origin, marital status, household size, number of living children, and employment. Part 4 contains data from a survey of Californians who purchased non-PLTC long-term care insurance before and after the implementation of the PLTC in California. This survey covered the same topics as the survey of purchasers/nonpurchasers of PLTC insurance.

Universe:   Survey of PLTC Insurers: All of the 24 insurers participating in PLTC as of July 1, 1996. Survey of Non-PLTC Insurers: Long-term care insurers not participating in PLTC with a market presence in at least one of the four PLTC states (California, Connecticut, Indiana, New York). Survey of Purchasers of PLTC Insurance: Individuals who purchased a PLTC policy within the time frame April 1, 1993, through March 31, 1995, for New York, Indiana, and Connecticut and through June 30, 1995, for California. Survey of Nonpurchasers of PLTC Insurance: Persons 55-75 years of age not covered by Medicaid residing in the PLTC states. Survey of California Purchasers of Non-PLTC Insurance: Residents of California who purchased a long-term care policy other than a PLTC policy from selected insurance carriers from January 1, 1994, through July 31, 1994 (before the implementation of the PLTC in California) and from September 1, 1994, through March 31, 1995 (after the implementation of the PLTC in California).

The SAS transport files were created by the SAS CPORT procedure.

The data maps are provided as ASCII text files and the codebook is provided as a Portable Document Format (PDF) file.

Methodology

Sample:   Survey of PLTC Insurers: The entire universe was sampled with an 83-percent response rate. Survey of Non-PLTC Insurers: Purposive sample, sampled with a 59-percent response rate, largely based on data from the National Association of Insurance Commissioners (NAIC) on premiums and covered lives as of 1994, plus input solicited from the four PLTC states, the PLTC National Program Office, the Health Insurance Association of America, NAIC, and other long-term care insurance researchers. Survey of Purchasers of PLTC Insurance: A random sample was drawn for New York, and the entire universe was sampled for Indiana, Connecticut, and California, with an overall response rate of 71 percent. Survey of Nonpurchasers of PLTC Insurance: The sample was selected using random-digit dialing, with a 62-percent response rate. Survey of California Purchasers of Non-PLTC Insurance: A sample of purchasers of non-PLTC long-term care insurance sold by three of the PLTC insurers was selected, with a 55-percent response rate for the pre-PLTC sample and a 56-percent rate for the post-PLTC sample. These three insurers made up an estimated 11-20 percent of the sales of non-PLTC long-term care policies in California in 1994 and did not represent the full non-PLTC market in that state.
