This annual survey, fielded June to October 2007, was conducted in over 60 countries to solicit public opinion on social and political issues. Respondents were asked whether their country was governed by the will of the people, whether its elections were free and fair, and whether democracy was the best system of government. The survey also asked for the respondents' attitudes about their society and their personal political leaning. Additional questions addressed respondents' actions taken to protect the environment, and whether the global influence of several major powers should increase, decrease, or remain the same. Demographic information includes sex, age, income, education level, employment status, and religious affiliation.

The survey was conducted in over 60 countries, with a minimal sample size of 500 per country. Wherever possible, within each country a nationally representative sample of n = 500 adults, male and female, aged 18 and over was used. In some emergent countries, where such research conditions are not possible, there may be stated variations to this (e.g., urban areas only). Similarly, in the developed world, interviews were conducted by telephone, while in emergent and underdeveloped countries, face to face interviews were conducted.

Persons aged 18 and over in 63 countries representing 7 regions of the world including Western Europe, North America, Africa, the Middle East, Asia, Eastern Europe, and Latin America.
