Passage of the bill to implement an international agreement to lift the embargo
on Latin American tuna. The bill would redefine the "dolphin safe" label
affixed to tuna cans. The definition could be loosened as early as March 1999
under a preliminary finding by the Commerce secretary that encircling nets do
not have an adverse impact on dolphins. Passed by a vote of 99 to 0. After
passage, the Senate struck all after the enacting clause of HR 408, inserted
the text of S39 and passed the bill by unanimous consent.
