Gramm, R-Texas, amendment to the Levin, D-Mich., amendment, to require the
Defense Department to conduct a joint study into procurement practices with the
federal agency that manages the production of goods by inmates at federal
prisons. The Levin amendment would have eased the requirement that federal
agencies purchase certain goods made in federal prisons. Adopted by a vote of
62 to 37. (Subsequently, the Levin amendment was adopted by voice vote.)
