Grams, R-Minn., amendment to the Cochran, R-Miss., amendment, to require the
comptroller general to study the risks that selling high-powered computers to
certain countries may represent to national security. The Cochran amendment
would have required certain computer companies to obtain export licenses from
the Commerce secretary to sell high-powered computers to certain high-risk
countries. Adopted by a vote of 72 to 27. (Subsequently, the Cochran amendment
was adopted by voice vote.)
