Thomas, R-Calif., motion to suspend the rules and pass the bill to create a new
interim Medicare reimbursement formula for home health care agencies until a
prospective payment system is ready.  Motion agreed to by a vote of 412 to 2. A
two-thirds majority of those present and voting (276 in this case) is required
for passage under suspension of the rules.
