Gilman, R-N.Y., motion to suspend the rules and adopt the resolution to express
the sense of Congress that the United States should demand that Yasir Arafat
and the Palestinian Authority transfer to the United States for prosecution
those residents of its territory who are suspected in the killings of American
citizens. Motion agreed to by a vote of 406 to 0. A two-thirds majority of
those present and voting (271 in this case) is required for adoption under
suspension of the rules.
