Crane, R-Ill., motion to suspend the rules and pass the bill to provide
Caribbean and Central American countries duty-free trade benefits similar to
those accorded to Mexico under the North American Free Trade Agreement (NAFTA)
on certain products imported from the regions. Motion rejected by a vote of 182
to 234. A two-thirds majority of those present and voting (278 in this case) is
required for passage under suspension of the rules.
