			In 2006, the Administration for Children and Families (ACF) at the United States Department of Health and Human Services established the Communities Empowering Youth (CEY) program. CEY's intent was to address the capacity building needs of partnerships of nonprofit organizations (NPOs) that were tackling issues of gang violence, youth violence, or child abuse and neglect. CEY projects consisted of a partnership between a lead organization/institution (the grantee) and at least two other partnering NPOs that provided services to youth within a specific geographical area. In 2006 ACF, through the Office of Community Services (OCS), awarded 3-year grants to 100 CEY partnerships; in 2007 ACF funded 31 additional partnerships. Abt Associates conducted the evaluation of the CEY program for ACF. This evaluation included annual surveys of the organizations receiving CEY funding over the program's three-year grant cycle. The survey measured changes in two types of capacity: (1) organizational capacity of each lead organization and their partner organizations, and (2) partnership capacity. The federal CEY evaluation is a descriptive, longitudinal outcome study of changes in organizational capacity and partnership development among the CEY lead organizations and their partners over their three-year grant cycles. The evaluation focused on a representative sample of 50 (of 100) lead organizations from the 2006 grant year cohort and all 31 lead organizations from the 2007 grant year cohort. The entire population of partners associated with each lead organization in the study is also included. Thus, the evaluation sample is generalizable to all 131 CEY grants and over 800 associated partner organizations. As noted above, the evaluation examined two general types of capacity: organizational capacity of both the lead organization and each partner organization, and partnership capacity. Organizational capacity included the four capacity domains specified in the CEY grant announcement: (1) leadership development, (2) organizational development, (3) program development, and (4) community engagement. Partnership capacity includes the areas of goal setting and action planning, communication, leadership, and sustainability for each CEY partnership.

			This data collection is the result of a cooperative six
nation project that was coordinated by the UNESCO secretariat. It
contains data collected in six European countries during the first
round of an international comparative study of the organization and
performance of scientific research units. Drawing from the growing
tradition of survey research approaches to the study of management
practices in science, in research, and in experimental development,
this study provided for a multi-faceted evaluation of scientific
productivity and effectiveness at the levels of both the individual
scientist and the research unit. The survey was conducted by six
participating national research teams that administered five
standardized questionnaires, translated into the national languages of
the participating countries, to a sample of scientists drawn from nine
major fields of science and technology and representing approximately
200 research institutions in each of six countries: Austria, Belgium,
Finland, Hungary, Poland, and Sweden. The questionnaires were
administered respectively to the head of the research unit, to the
administrative officer, to staff scientists, to technical support
staff, and to external evaluators. This data collection is an
aggregated file of the five respondent levels, using the research unit
as the case for analysis. In all, there are 1,222 research units in
the sample. The questionnaires incorporated a wide variety of
indicators for socio-psychological and sociological factors such as
satisfaction with the work environment, ratings of supervisory
qualities, perceptions of influence patterns, and the latitude in the
choice of research themes. Additionally, the collection includes
actual research output of the scientists individually and of the
research units as a whole, as well as information on the professional
experience of the research workers, the availability and quality of
resources, and the extent of communication within and between research
units.

			The Compassion Capital Fund (CCF) program conducted a study of the financial and technical assistance (TA) provided by intermediary organizations and the effects of those services in improving the organizational capacity of the faith-based and community organizations (FBCOs) they assist.  The goal of the study was to assess whether the CCF program was meeting its primary objective of improving the organizational capacity of FBCOs. The study sample was the entire population of nonprofit organizations (NPOs) that applied for assistance and were determined eligible by the ten intermediary organizations awarded CCF Demonstration Program grants in the 2006 grant cycle. In total, 455 organizations completed the baseline survey and 385 completed a version of the follow-up survey.  Survey questions were categorized into topics including organization profile, financial management practices, funding sources, human resource practices, organizational governance, technological equipment, and level of community engagement. Questions included the purpose for which the organization was applying for assistance, whether the organization was religious or faith based, the organizations primary service areas, how the organization measures effectiveness, total expenditures for the year, whether the organization previously applied for funding, sources of revenue, and whether the organization participated in grant writing workshops. Other questions included a head count of paid and volunteer staff, the number of organizational leaders, the level of involvement of organizational leaders in staff development, the level of staff participation in training and development opportunities, the activities of the Board of Directors, whether or not there was sufficient technological equipment to meet organizational needs, and how the organization has reached out to the community.

			The data for this study were collected from 124 retail
 business organizations known as department stores and located in the
 northeastern United States. For the 90 stores in the sample that had
 branches, data were collected both for the main store and a typical
 branch store. The other 34 businesses included in the study were
 single-location stores. Interviews were conducted by the National
 Opinion Research Center and the Comparative Organization Research
 Program with a senior executive and personnel officer in each
 store. Variables measured the centralization of power, the efficiency,
 complexity, and dispersion of the organization, and the structural
differentiation within the organization.

			The Employment Retention and Advancement (ERA) project was designed to fill the gap in knowledge about employment retention and advancement strategies that might be effective. The goal of ERA was to identify and rigorously test a diverse set of innovative models designed to promote employment stability and wage or earnings progression among current or former welfare recipients or other low-income groups. As part of ERA, over a dozen different program models have been evaluated over the past 10 years using random assignment research designs. These models embodied states' and localities' choices of program goals, target populations, and program features, and the programs were largely paid for through existing funding streams. The programs were thus "real-world" interventions initiated by practitioners and not programs set up and funded solely for research purposes. The diversity of the models presents an opportunity to explore the effectiveness of a variety of strategies implemented for different populations in order to identify what might work. This collection includes seven datasets, four classified as Core/Final Report Sites and three from Harder to Employ Sites. Almost all of the ERA programs targeted current or former recipients of Temporary Assistance for Needy Families (TANF), the cash welfare program that mainly serves single mothers and their children. The programs differed, however, in terms of when services were first provided and to whom. The Harder to Employ Sites files focus on the three ERA models that served harder to employ populations; (1) Tier 2 program in Minnesota: unemployed welfare-to-work participants who were in welfare-to-work services for a year or longer and hadn’t been employed in the previous three months were given welfare-to-work services aimed at addressing barriers to employment which took into account their employment limitations. The Tier 2 program focused on assessing barriers to employment and addressing those barriers through referrals to appropriate services and close monitoring and follow-up. (2) New York City PRIDE: welfare recipients who were deemed "employable with limitations" were required to take part in welfare-to-work activities -- which emphasized unpaid work experience, education, and job placement assistance -- however, the program took into account their employment limitations when placing them in activities. The PRIDE program began with an in-depth assessment of participants' work and education history and their medical conditions. (3) New York City Substance Abuse Case Management (SACM): public assistance applicants and recipients who screened positive for signs of substance abuse were given a mandatory appointment to assess the level of substance abuse treatment needed. Depending on the outcome of the assessment, clients were referred to treatment, employment services, or a combination of both. Noncompliance at any stage resulted in sanctions and loss of public assistance benefits. Information was collected on respondents' employment status, job training, pay rate and benefits, occupation sector, health care, childcare, transportation, and a variety of job related topics. Demographic variables included household income, housing arrangements, number of people living in household, and respondent health status.

			The aim of this study was to create a comprehensive dataset
 of contemporary, national American business associations. The dataset
 was collected and coded by reviewing public directories of
 associations in the United States. The study generated 4,465 cases. A
 case was defined as a mutual-benefit, nonprofit association (IRS
 501c.3 organization) composed of members primarily engaged in
 for-profit activity drawn from more than one locality or state who
 share a common orientation to some sector of trade, business, or
 commercial activities. The dataset encompasses the universe of
 national American business associations as of 2002-2003, including
 information on basic organizational features, activities and goals,
and industry sector.

			This 1996 mail survey was conducted to gather comprehensive
information on performance measurement activities in state science and
technology-based (S&amp;T) programs, and on the perspectives and
motivation of program managers in regard to performance measurement
activities. Surveys were sent to the program directors of 75 programs
in 50 states. Responses were received from 44 programs, representing
38 states. The survey was designed to gather data on both existing and
planned evaluation and performance measurement activities. The survey
covered three major areas: organizational information, evaluation
activities of the organizations, and the use of evaluation
findings. Questions soliciting organizational information included
items on organization description, staff size, history, budget,
funding sources, and primary audience served by the
organization. Questions on evaluation activities addressed the type of
descriptive information sought through assessment, methods for the
collection of such data, reasons why performance is assessed, and
knowledge of state requirements for the collection of performance
data. Finally, a series of questions focused on use issues,
specifically the organizational changes that resulted from performance
measurement findings.

 basic factual information about the organizations and about the bases,
 complexity, formalization, and centralization of authority within each

			The data for this study were obtained from the salaried
 personnel of 14 manufacturing firms located in two different
 industrial areas of the country. With two exceptions, the number of
 employees in these companies ranged between roughly 1,000 and 2,000,
 while the size of the management groups ranged from lows of 57-73
 to highs of 242-366. Questions were asked about the distribution
 of power among divisions of the company, the discretion allowed
 employees, the individual influence of employees, and the coordination
 of individuals and groups within the firm. The dataset is structured
 with the individual employee as the unit of analysis, but the data can
 be aggregated on the basis of functional group and/or level within
the organization, as well as by organization and by plant.

			This Workplace Ethnography project generated content-coded
data from the full population of book-length English language
organizational ethnographies. Drawn from Australia, Canada, China,
Colombia, France, Great Britain, Hungary, India, Israel, Japan,
Norway, the Philippines, Scotland, South Africa, Sweden, Taiwan,
United States, and Zambia, these ethnographies provided deep
descriptions on a wide range of topics, such as worker behavior,
management behavior, coworker relations, labor process, conflict and
resistance, citizenship behavior, emotional labor, and sexual
harassment. Coding of these characteristics yielded variables based on
descriptions of worklife in specific organizational settings. The
study data was collected in mainly two periods: the early 1990s and
the early 2000s. The study generated 204 ethnographic cases. These
cases were derived from 156 separate books since the observations
reported in some books allowed the coding of multiple cases. The
general scope of questions included organizational factors such as
occupation, workplace organization, pay scheme, employment size, the
situation of the company, the nature of company ownership, staff
turnover, layoff frequency, how well the organization operated in terms
of communications, recruitment and retention of personnel, and
maintenance of equipment, as well as substantive facts concerning labor
market opportunity, and labor force composition. On the topic of
management, questions addressed leadership, organization of production,
sexual harassment, and control strategies. Community factors were
assessed through questions regarding unemployment and if the area was
rural or urban. A series of questions addressed job satisfaction, pay,
benefit package, job security, effort bargain, conflict with
management/supervisors, training, worker strategies, conditions of
consent/compliance, and nature of consent/compliance. The nature of
work was queried through questions regarding autonomy, creativity,
meaningful work, freedom of movement, comfort of work, injuries,
employment status, and frequency of conflict with customers. Additional
questions included size and nature of the focal group, group dynamics,
conflict between the focal group and management, basis of alternative
social groups at work, and if work friendships carried over to the
outside. Questions about methodology covered ethnographer's theoretical
orientation, focus of ethnography, ethnographer's gender, data
collection method, supplemental data used, main type of supplemental
data used, and position of key informant. Additional items gathered
basic information about book title, author's last name, modal
occupation, industry, country/region, and observer's role.
