            <div xmlns="http://www.w3.org/1999/xhtml" id="Summary28001">To ensure an accurate sampling frame for its Law
Enforcement Management and Administrative Statistics (LEMAS) survey,
the Bureau of Justice Statistics sponsors a census of the
nation's state and local law enforcement agencies, known
as the Directory Survey. This census, which is conducted every four years, includes all state and local law enforcement
agencies operating nationwide that are publicly funded and employ at least one full-time or part-time sworn officer with general arrest powers. As in previous
years, the 2004 census collected data on the number of sworn
and nonsworn personnel employed by each agency, including both
full-time and part-time employees. The pay period that included September
30, 2004, was the reference date for all personnel data. Variables include personnel totals, type of government, type of agency, and whether the agency had the legal authority to hold a person beyond arraignment for 48 or more hours.
Previous censuses were conducted in 1986 (DIRECTORY OF LAW
ENFORCEMENT AGENCIES, 1986: [UNITED STATES] [ICPSR 8696]), 1992
(DIRECTORY OF LAW ENFORCEMENT AGENCIES, 1992: [UNITED STATES] [ICPSR

STATES] [ICPSR 2260]), and 2000 (Census of State and Local Law Enforcement Agencies (CSLLEA), 2000: [United States] [ICPSR 3484]).</div>

           <div xmlns="http://www.w3.org/1999/xhtml" id="StudyDesign28001"><p>The 2004 Census of State and Local Law Enforcement
Agencies (CSLLEA) data collection form was mailed to
more than 19,000 agencies potentially operating nationwide.
This master list was created by compiling information
from the following sources:</p>
<list type="bulleted">
<itm><p>The 2000 CSLLEA.</p></itm>
<itm><p>Lists provided by Peace Officer Standards and Training
offices and other state agencies.</p></itm>
<itm><p>A FBI list of agencies requesting new identifiers since
the 2000 CSLLEA.</p></itm></list>
<p>Responses were received through website, fax, and mail
options. Responding agencies were screened for eligibility
to be included in the final CSLLEA database.</p></div>

     <Content xmlns="ddi:reusable:3_1"><p>Agencies were excluded if any of the following conditions existed on the CSLLEA reference date of September 30, 2004:</p>

<itm><p>The agency was not operational.</p></itm>
<itm><p>The agency did not employ personnel with general
arrest powers.</p></itm>
<itm><p>The agency contracted or outsourced to another
agency for performance of all services.</p></itm>
<itm><p>The agency employed only part-time officers and the
total combined hours worked for these officers averaged
less than 35 hours per week.</p></itm>
<itm><p>All sworn officers volunteered their time on an unpaid
basis.</p></itm>
<itm><p>The agency was not operated with any funds from a
state, local, special district, or tribal government.</p></itm></list></Content>
