These data address the following topics: (1) types of drugs used by arrestees (self-report and urinalysis), (2) self-reported level of dependency on drugs, (3) self-reported need for alcohol/drug treatment, (4) the relationship between drug use and certain types of offenses, and (5) the relationship between self-reported drug use and urinalysis findings. The data also reflect the arrestee's current charge, self- reported drug use, and age at first drug use. Demographic variables supplied include age of arrestee, ethnicity, sex, education, marital status, and employment status. The drugs tested for by the drug testing system EMIT include marijuana, opiates, cocaine, PCP, methadone, benzodiazepines (Valium), methaqualone, propoxyphene (Darvon), barbiturates, and amphetamines (positive confirmation for amphetamines by gas chromatography). Questions about recent and past use, age at first use, and age of dependency were asked of arrestees for each drug they reported ever having tried. Other topic areas covered by the data include type of offense for which arrested, injection history, preferred method for using cocaine and ice, drug and alcohol treatment history, and treatment needs. The unit of observation is the individual. National Institute of Justice Award No. OJP-89-C-008 KEY WORDS Drug use, controlled drugs, testing and measurement, future trends PURPOSE OF THE STUDY The Drug Use Forecasting (DUF) Program was designed to estimate the prevalence of drug use among arrestees and to provide information for detecting changes in drug use trends. Studies addressing the prevalence of drug use do not typically include the population of offenders. It is important to include this population because research has shown that criminals are among the most serious drug abusers, and thus studies that exclude them from analysis may seriously underestimate the level of drug use in the United States. It is important to keep in mind, however, that the subjects in this study were booked arrestees, not convicted criminals. The information collected in this study can be used to plan the allocation of law enforcement, treatment, and prevention resources, as well as to gain an indication of the impact of local efforts to reduce drug use. The following questions are addressed by the data: What types of drugs do arrestees use? Among arrestees reporting drug use, what is the level of dependency on drugs? To what extent do arrestees report a need for alcohol/drug treatment? Is drug use related to certain types of offenses? And finally, what is the relationship between self-reported drug use and urinalysis findings? Page 4 ICPSR 9477 METHODS STUDY DESIGN The study was a nonexperimental investigation of drug use among arrestees. DUF staff interviewed arrestees and then asked them to provide urine samples for urinalysis. The data were collected at 24 sites in the United States. Booking facilities where DUF data are collected are used by law enforcement agencies working within geographical boundaries. The DUF samples are drawn from these facilities and thus are limited to the types of arrestees brought to these facilities. In 11 sites (Atlanta, Chicago, Cleveland, Denver, Detroit, Houston, Kansas City, Omaha, Philadelphia, St. Louis, and Washington, DC), the catchment area is the entire city. In 11 additional sites (Dallas, Ft. Lauderdale, Indianapolis, Miami, New Orleans, New York City [Manhattan], New Orleans, Phoenix, Portland, San Antonio, and San Jose), the DUF catchment area is the entire county, parish, or borough. The catchment area for Los Angeles includes part of the city and part of the county, and in Birmingham and San Diego, the catchment area includes the entire city and part of the county. These sites were not selected to be representative of any broader population. The following procedures were adopted by DUF staff: (a) Male arrestees were selected by charge according to the following priority order: (1) nondrug felony charges, (2) nondrug misdemeanor charges, (3) drug felony charges, and (4) drug misdemeanor charges. However, males arrested on the following minor charges were excluded from the sample: vagrancy, loitering, or traffic violations (e.g., including driving while intoxicated). All female arrestees, regardless of charge, were selected for inclusion in the DUF sample because of the smaller number of female arrestees. (b) Those individuals arrested on new charges who also had outstanding warrants were selected only on the basis of the new charge's position in the priority list. The outstanding warrants were not considered. (c) A ceiling of 20 percent was set on the proportion of interviews that could be obtained from males arrested for drug offenses. To remain within the limit, this proportion was calculated each evening. Not all sites maintained the 20 percent limit on drug charges. (d) Urine specimens were obtained at the conclusion of the interview under the observation of the security officer. SOURCES OF INFORMATION Data for this study were gathered from voluntary and anonymous interviews with male and female arrestees and from urine specimens provided at the time of arrest. Information regarding charge, age, race, and birth year was obtained from arrest records. ICPSR 9477 Page 5 SAMPLE The data were collected from booked arrestees as follows. 1987 data: 2,993 males at 11 sites, 516 females at 5 sites. 1988 data: 10,554 males at 20 sites, 3,261 females at 14 sites. 1989 data: 16,186 males and 5,804 females at 21 sites. 1990 data: 20,556 males at 23 sites, 7,769 females at 21 sites. 1991 data: 22,335 adult males at 24 sites, 8,330 adult females at 21 sites. 1992 data: 22,265 adult males at 24 sites, 8,322 adult females at 21 sites. To avoid obtaining a sample dominated by males charged with sale or possession of drugs, DUF interviewers limited the number of arrestees in this group who could be in the sample. Because this group of arrestees is undersampled and because such persons were more likely to be using drugs at time of arrest, DUF statistics may be minimum estimates of drug use in the male arrestee population. All female arrestees, regardless of charge, were selected for inclusion because of the smaller number of female arrestees. RESPONSE RATES Approximately 95 percent of arrestees eligible to be interviewed agreed to be interviewed. Of these, approximately 85 percent agreed to provide a urine specimen. The dataset includes only those cases that both agreed to be interviewed and provided a urine specimen. DATE(S) OF DATA COLLECTION June 1987-December 1992 SUMMARY OF CONTENTS DESCRIPTION OF VARIABLES The following demographic variables are contained within the dataset: age of arrestee, ethnicity, sex, education, marital status, and employment status. The drugs tested for by the drug-testing system EMIT include marijuana, opiates, cocaine, PCP, methadone, benzodiazepines (Valium), methaqualone, propoxyphene (Darvon), barbiturates, and amphetamines. All positive results for amphetamines were confirmed by gas chromatography to eliminate positives that may be caused by over-the-counter drugs. Questions about recent and past use, age at first use, and age of dependency were asked for each drug the arrestee reported ever having tried. Drugs asked about included all those listed above plus alcohol, tobacco, inhalants, mushrooms, quaaludes, LSD, Dilaudid, designer drugs (Ecstasy, Eve, Adam, Euphoria), and ice. Other topic areas covered by the data include type Page 6 ICPSR 9477 of offense for which arrested, injection history, preferred method for using cocaine and ice, drug and alcohol treatment history, sexual history, how the AIDS epidemic has impacted needle-sharing habits, and treatment needs. PRESENCE OF COMMON SCALES None UNIT OF OBSERVATION Individual arrestees. EXTENT OF PROCESSING Consistency checks and checks for undocumented codes were performed by the data producer. Missing data codes were standardized by the data producer/principal investigator. Data were reformatted and checks for undocumented codes were performed by ICPSR. ICPSR produced the codebooks for 1991 and 1992, and generated SAS and/or SPSS data definition statements for all years. EXTENT OF COLLECTION This collection contains seven rectangular data files, machine- readable codebooks, SAS and SPSS data definition statements, and data collection instruments. DATA COLLECTION NOTES SPSS export files are available for all data files except Parts 3 and 6. Data collection instruments are available only in hardcopy form upon request from ICPSR. If all files are uncompressed and loaded onto a hard drive, approximately 28 megabytes will be required. Data file DA9477.P14 27,689,312 bytes compressed into 2,059,712 bytes. De-compressing Files A directory listing of the diskette(s) will show some files with a .EXE extension. Files with the .EXE extension are PKWARE Self- Extracting Compressed files. Example of de-compressing a compressed file into an ASCII file (using file 947714F1.EXE): (1) attach to the drive/path where you wish to locate the uncompressed file, e.g., your hard disk or C:\ drive (2) place the diskette containing file 947714F1.EXE into disk drive A: Page 10 ICPSR 9477 (3) then type: A:\947714F1 and press ENTER. This will access the self-extracting executable file called 947714F1.EXE. An uncompressed file called DA9477F1.P14 will be produced and will reside on your C:\ drive. To Concatenate the Split Data Files (1) Uncompress each of the split data files by following the above instructions. (2) Use the DOS copy command to concatenate the two separate uncompressed data files into a single uncompressed data file. The /B option will prevent DOS from appending an end-of-file (EOF) character to the complete data file. For this example it is assumed that the two uncompressed data files reside on your hard disk or C:\ Type the following: C:\COPY /B DA9477F1.P14 + DA9477F2.P14 DA9477.P14 and press ENTER The concatenated data file in this example is called DA9477.P14. Documentation The Codebook and User Guide, Study Description, and SAS and SPSS Data Definition Statement files together require approximately 580,000 bytes of disk space. The largest of these requires approximately 350,000 bytes. FINAL REPORTS AND OTHER PUBLICATIONS Final reports and other publications describing the original research conducted with the data in this collection are available from the National Criminal Justice Reference Service (NCJRS) at: NIJ/NCJRS, Box 6000, Rockville, MD 20850, 800-851-3420. ICPSR 9477 Page 11 DATA COMPLETENESS REPORT An unusual feature of the DUF data set is that the -1 code has a number of different meanings. DUF assigns the value -1 to skip patterns (where a question does not apply to a particular respondent), and in this case labels -1 "Not Applicable" or "No or Not Applicable". DUF also assigns -1 to variables Precinct (precinct where booked) and LAW (penal law code) where this information was not available or not collected. In this case -1 is labeled "Missing". For each variable, refer to the labels in the codebook to determine the specific value of -1. A value of "9" or "99", labeled "Data Not Obtained", is used for any variable where the interviewer did not obtain the information when he or she should have. In the following table, the column labeled "MD-Skip" refers to data that are coded as missing values due to skip patterns or changes in the interview questions. The column labeled "MD-Total" refers to data that are coded as missing values due to skip patterns, changes in the interview questions, or because data was not obtained. The actual amount of data not captured by interviewers can be calculated by taking the difference between the two columns. This report corresponds to the data file: DA9477.P11 Table 11: Distribution of Variables by Percentage of Missing Values* ======================================================================= Percent of Cases with Variable Name and Label Missing Values (Total cases=34720) MD-Skip MD-Total ----------------------------------------------------------------------- 8.3% (29 of 348 variables) have 0% Missing Values 4.6% (16 of 348 variables) have > 0% - 1% Missing Values 0.3% (1 of 348 variables) have > 1% - 3% Missing Values 0.0% (0 of 348 variables) have > 3% - 5% Missing Values 1.4% (5 of 348 variables) have > 5% - 10% Missing Values EVERALC EVER TRIED ALCOHOL 0.0% 6.3% FIRSTALC AGE FIRST TRIED ALCOHOL 6.3% 6.5% HIGRADE HIGHEST GRADE (0-12) 0.0% 6.9% ALC30DAY # OF DAYS USED ALCOHOL IN LAST MONTH 6.3% 7.4% WARRANT CHARGED WITH A WARRANT ONLY 0.0% 7.8% 2.3% (8 of 348 variables) have > 10% - 20% Missing Values DRUGPOS URINE TEST RESULTS 0.0% 13.4% ======================================================================= Page 12 ICPSR 9477 Table 11 (continued) ======================================================================= Percent of Cases with Missing Values Variable Name and Label MD-Skip MD-Total ----------------------------------------------------------------------- MS MARITAL STATUS 0.0% 13.4% LEGAL LEGAL INCOME IN DOLLARS 0.0% 13.6% ILLEGAL ILLEGAL INCOME IN DOLLARS 0.0% 13.7% HSGED HIGH SCHOOL GRAD OR GED 0.0% 13.7% COLLEGE ATTENDED COLLEGE 15.6% 16.1% TRAINING MONTHS OF VOCATIONAL TRAINING 15.6% 17.2% EVERTOB EVER TRIED TOBACCO 0.0% 19.5% 3.4% (12 of 348 variables) have > 20% - 40% Missing Values TOB30DAY # OF DAYS USED TOBACCO IN LAST MONTH 19.5% 20.1% DRGMONEY MONEY SPENT ON DRUGS IN DOLLARS 20.5% 21.0% EVINJECT EVER INJECTED DRUGS 0.0% 21.2% COCROUTE PREFERRED METHOD FOR USING COCAINE 20.5% 21.9% NEVERRX NEVER RECEIVED TREATMENT 24.4% 24.4% EVERMJ EVER TRIED MARIJUANA 0.0% 25.1% AGEMJ AGE FIRST TRIED MARIJUANA 25.1% 25.4% MJ30DAY # OF DAYS USED MARIJUANA IN LAST MONTH 25.1% 26.4% AGETOB AGE FIRST TRIED TOBACCO 27.1% 27.1% LAW PENAL LAW CODE 0.0% 29.5% PRECINCT PRECINCT WHERE BOOKED 0.0% 33.9% TOB72HR USED TOBACCO IN THE LAST 3 DAYS 33.9% 34.2% 79.6% (277 of 348 variables) have > 40% - 100% Missing Values ALC72HR USED ALCOHOL IN THE LAST 3 DAYS 44.8% 45.3% HEREVER EVER USED ANY TYPE OF HEROIN (ADDENDUM) 0.0% 52.1% HERANYSK KNOW ANYONE WHO SMOKED HEROIN? 0.0% 52.2% HERSTCUR IS SNORTING HEROIN CURRENTLY... 0.0% 52.2% HERSKCUR IS SMOKING HEROIN CURRENTLY... 0.0% 52.2% HERANYST KNOW ANYONE WHO SNORTED HEROIN? 0.0% 52.2% HERNAME IS HEROIN KNOWN BY OTHER NAME ON STREET 0.0% 52.2% HERUSE EVER USED HEROIN? The following general rules describe the major responsibilities of the site editor. Question by Question instructions for the interview and heroin addendum that follow describe the consistency checks which should be done by the interviewers and are checked by the editor. Remember that AMS and NIJ are available to answer questions and assist with difficult coding situations. GENERAL RULES 1. ALL INTERVIEWS MUST BE EDITED. This includes interviews that have been initiated (that is, the arrest information was entered on the top half of the form) regardless of whether or not the arrestee agreed to the interview. Ideally, the editor reviews each interview immediately after it has been conducted to provide feedback to the interviewer. If missing or inconsistent data is noted, the interviewer should attempt to relocate the arrestee (if possible) and resolve the discrepancies or obtain answers to those questions which were missed. In any case, providing immediate feedback to the interviewer should reduce similar problems in subsequent interviews. 2. ALL EDITING CHANGES OR NOTATIONS ARE MADE IN RED INK. Obvious errors are corrected by crossing out the incorrect entry and making the correction on the interview form. Erasures are not acceptable. 3. ALL SPACES SHOULD BE ZERO-FILLED. Any numerical response which has more than one space must have zeros placed to the left of the recorded number. For example, if there are three blanks and the answer is "7" it should be recorded as "007." 4. MISSING DATA ARE CODED WITH "9"s. The number of "9"s used for missing data is based on the possible number of spaces in the response. For example, "year of birth" has two spaces for the answer therefore it is coded "99" if missing. "Ethnicity" is coded "9" if missing. It is important that missing data are coded with the correct number of "9"s, otherwise it may result in misinterpretation of the data. If there are no blank spaces (as in a question with a list of responses) a "9" should be written beside the list of choices. The "missing data" code is reserved for the editor only. IT SHOULD NOT BE USED BY THE INTERVIEWERS. 5. UNLESS OTHERWISE SPECIFIED BY THE INSTRUCTIONS IN PARENTHESES, ONLY ONE RESPONSE IS ACCEPTABLE. If two or more responses are recorded, the editor should speak to the interviewer to attempt to discern the correct response. If it is not possible to determine the correct response, cross out the answers and write a "9" beside the question. It is particularly important to point out this type of problem to the interviewer immediately to avoid further loss of data. Page 86 ICPSR 9477 6. IF THE INTERVIEWER ENCOUNTERS A DIFFICULT CODING SITUATION AND HAS MADE A NOTE IN THE MARGIN, THE EDITOR SHOULD DISCUSS THE SITUATION WITH THE INTERVIEWER AND CODE THE MOST APPROPRIATE RESPONSE. 7. INTERVIEWS MUST BE LEGIBLE. Only the number next to the response should be circled (when appropriate). Numerical responses must be readable. Text (open-ended responses) should be printed or neatly written. If the editor cannot read the information on the interview, be assured that data entry personnel will also have difficulty. 8. THE FOLLOWING CODE MAY BE USED BY THE SITE EDITOR when reviewing Q8A and Q8B of the Adult Interview (Legal and Illegal Sources of Income); 8888 = refused to answer. However, interviewers should be encouraged to probe for a numerical response. 9. THE FOLLOWING CODES MAY BE USED BY THE SITE EDITOR when reviewing Q11 (Adult) and Q9 (Juvenile) regarding the "number of sex partners:" 8888 = refused to answer; 9998 = too many too count. However, interviewers should be encouraged to probe for a numerical response. 10. THE FOLLOWING CODE MAY BE USED BY THE SITE EDITOR when reviewing Q15 (Adult) and Q13 (Juvenile) regarding "money for personal drug use:" 8888 = refused to answer. However, interviewers should be encouraged to probe for a numerical response. 11. THE FOLLOWING CODES MAY BE USED BY THE SITE EDITOR when reviewing Q17B (Adult) and Q15B (Juvenile) regarding "number of times injected:" 8888 = refused to answer. However, interviewers should be encouraged to probe for a numerical response. INFORMATION FROM RECORDS After an arrestee is selected for the study, the Project Coordinator/Supervisor completes the INFORMATION FROM RECORDS portion of the interview form. Information is obtained from the arrest/booking slip and includes the arrestee's YEAR OF BIRTH, GENDER, ETHNICITY, THE LOCATION OF THE ARREST (IF AVAILABLE), WHETHER OR NOT THE ARREST IS BASED ON A WARRANT, A WRITTEN DESCRIPTION OF THE MOST SERIOUS CHARGE, THE PENAL LAW CODE (IF AVAILABLE) AND THE GRADING OF THE CHARGE (MISDEMEANOR, FELONY OR CITATION). It will be very helpful to the interviewers if the the arrestee's age is calculated (from the birth year) and recorded in the top left corner of the drug grid. This will assist interviewers in comparing the arrestee's responses on age-related questions. It is important that the editor review the coding of the "charge." The charge should be written out completely, not abbreviated. The coding of the charge must be consistent. The following list may be helpful. KEEP IN MIND THAT THE LIST DOES NOT COVER EVERY CRIMINAL CHARGE (AND IS NOT SITE SPECIFIC) BUT DOES PROVIDE SOME TYPICAL EXAMPLES. ICPSR 9477 Page 87 MOST SERIOUS CHARGES (TYPICAL EXAMPLES) accessory after the fact=50 affray (fighting)=27 altering a state lottery ticket=16 animal at large=50 assault with deadly weapon for domestic violence=13 assault with firearm=02 (not 12) attempted murder=19 bad checks=17 battery on police officer=02 body attachment=15 breaking and entering=04 burglary of a vehicle=04 capias (warrant)=15 carjacking=29 child abandonment=13 child endangerment=13 civil contempt=15 concealed weapon=12 conducting business without a license=17 conspiracy=50 contempt of court=15 contributing to delinquency of a minor=22 crime against nature= 06 criminal conversion=21 criminal tools=05 criminal mistreatment=50 cruelty to animals=50 cruelty to child=13 deceptive business practices=17 deviant criminal behavior=27 disorderly conduct=27 drawing or lettering=16 drinking in public=27 driving without a license=50 drug paraphernalia=08 drugs on jail grounds=08 environmental dumping=07 evading arrest=25 evading police officer=25 failure to appear=15 failure to identify=25 false information to a police officer=25 felony evading=15 felony warrant=15 food stamp violation=17 forged instrument=16 fugitive warrant=15 harassment=11 harboring a fugitive=15 hindering apprehension=25 Page 88 ICPSR 9477 holding for xx County=15 homicide=19 illegal shooting=12 impersonating a police officer=50 insufficient funds=17 interfere with judicial proceedings=25 jury tampering=50 lewd act=31 lewd act on child=13 lewd and lascivious behavior=31 lewd and lascivious with child=13 menacing=11 murder=19 obstructing justice=25 obtaining control substance by fraud=08 operating illegal business=50 paraphernalia=08 perjury=25 pimping=06 police witness=50 possession of stolen plates=33 prowling=27 public indecency=24 public intoxication=27 prohibited public act=24 prowling=27 receiving and concealing=32 retaliation=11 sexual misconduct of a minor=31 (if specified family member=13) shoplifting=21 solicitation for prostitution=06 soliciting a ride=06 solicitation=06 stalking=11 tagging (graffiti)=07 tampering with evidence=25 tampering with government records=17 telephone threats=11 theft by receiving=32 theft of service=14 theft of property=21 theft to deprive=21 throwing a deadly missile=12 vandalism=07 vehicle tampering=33 violation of community control=26 violation of health safety code (drug related)=08 violation of knife ordinance=12 violation of order of protection=13 violation of peace bond=15 violation of restraining order=26 violating pedestrian duties=50 ICPSR 9477 Page 89 visiting a common nuisance (drug related)=08 VOP (violation of probation)=26 weapons possession while on probation=12 welfare fraud=17 willful cruelty to child=13 worthless check=17 One final note regarding the coding of "the most serious charge." If a crime is "attempted" it is coded as if it were actually committed. For example, "attempted homicide" = 19; "attempted assault" = 02. It is important that all of the required information is completed on the Information From Records section, including the DATE AND DUF SITE ID#. A bar code label must be affixed to the interview form in the space designated PERSON ID. If an arrestee starts an interview, but is unable or refuses to complete the interview, change #1 - "Agreed to Interview" to #4 - "Other reason not interviewed" and specify the reason. An unfinished interview qualifies as a #4 - "Other reason not interviewed" if the arrestee HAS NOT completed the drug grid. If the arrestee has completed the interview through the drug grid (or beyond), the interviewer should attempt to get a urine specimen and code Q21 appropriately, leaving the consent code as #1 - "Agreed to Interview." Regardless of the outcome of the attempt to secure agreement from the arrestee, the interviewer must PRINT his/her initials in the space provided. If the arrestee agrees to the interview, the number that corresponds to the LANGUAGE that is used to conduct the interview must be circled. THE QUESTION BY QUESTION INSTRUCTIONS WHICH FOLLOW ARE SPECIFIC FOR THE SITE EDITOR. MUCH OF THE INFORMATION IS THE SAME AS THAT PROVIDED TO THE INTERVIEWERS, HOWEVER THE SITE EDITOR IS PERMITTED THE USE OF CERTAIN CODES WHEN REVIEWING PARTICULAR ITEMS ON THE QUESTIONNAIRE. THESE CODES HAVE BEEN DISCUSSED IN THE PREVIOUS OVERVIEW OF "GENERAL RULES" BUT HAVE ALSO BEEN DESCRIBED AND HIGHLIGHTED IN THE Q BY Q'S WHICH FOLLOW. Page 90 ICPSR 9477 ICPSR 9477 Page 91 EDITING THE ADULT DUF INTERVIEW 1. HOW MANY HOURS AGO WERE YOU ARRESTED? Enter the number of hours the arrestee has been in custody (off the street). If the number of hours is a one digit number, enter the number in the blank on the right and a zero in the blank on the left. For example, if the arrestee answers 1 hour, enter "01". If the arrestee provides a number that is less than a full hour (i.e. 6 1/2 hours), round up to the next full hour (i.e. 7 hours). If the arrestee is not sure of the number of hours since the arrest, probe to obtain a reasonable estimate. Remember that the arrestee will not have a watch available (as all personal items are removed from the arrestee at booking) therefore you may have to assist by establishing the TIME that he/she was arrested. If the arrestee can recall the time of day of the arrest, a simple calculation will determine the number of hours since the arrest. If the arrestee has difficulty remembering the time of day that he/she was arrested, attempt to assist by reducing the time frame. For example, "Were you arrested last night?" or "Were you here when lunch was served?" are probes which will help pinpoint the time of arrest. If it is determined that an arrestee has been "off the street" and in police custody (detained) for MORE THAN 48 HOURS PRECEDING THE INTERVIEW, the interview must be discontinued. Remember to change "agreed to interview - 1" to "other reason not interviewed - 4" and specify the reason (i.e. over 48 hours). 2. WHAT IS THE HIGHEST GRADE YOU COMPLETED IN SCHOOL? Enter the highest grade the arrestee has completed. If the arrestee reports a single digit number, remember to zero-fill the blanks to the left. If the arrestee indicates a portion of a year (i.e. 9.5 years) round down and indicate the response. In this case, the interviewer should record 09. DO NOT include college or any trade, technical or vocational school unless it is part of the high school curriculum. 3. DID YOU GRADUATE FROM HIGH SCHOOL OR GET A GED? Circle ONE number for the arrestee's response. If the arrestee received a diploma after completing high school requirements, circle #2. Remember that this item refers to the high school requirements in this country, which generally means 12 years of schooling. Nine (9) years of schooling in another country DOES NOT equal a high school graduate. In that situation, the appropriate coded response is #1. If the arrestee was awarded a GED certificate, circle #4. If the arrestee is currently in high school, circle #3 and proceed to Q6. If the arrestee is currently studying for the GED, circle #1. Page 92 ICPSR 9477 4. HOW MANY MONTHS OF TECHNICAL, TRADE OR VOCATIONAL TRAINING, OTHER THAN HIGH SCHOOL, HAVE YOU COMPLETED? Record the total number of months completed. If the arrestee indicates a portion of a month (i.e. 5 1/2), round down and record the number. DO NOT include training that was part of a regular high school curriculum or military training. Types of training include apprenticeships, job training programs such as Job Corp, medical assistant training, nursing programs for a licensed practical nurse, cosmetology, paralegal, word processing training, etc. Remember to zero-fill the spaces. If an arrestee indicates an unusually high number of months in training (greater than 48), please note in the margin what type of training was involved. It is also not unusual for an individual to have completed more than one type of training program. NOTE: THIS ITEM IS FREQUENTLY SKIPPED DURING THE INTERVIEW. THE SITE EDITOR SHOULD PAY PARTICULAR ATTENTION TO ENSURE THAT THIS DOES NOT BECOME A PATTERNED ERROR. 5. HAVE YOU ATTENDED COLLEGE? Circle the number corresponding to the arrestee's response. If the response is No, go to Q6. If the response is yes, ask: HOW MANY YEARS HAVE YOU COMPLETED? Record the total number of years the arrestee has completed. If a portion of a year is indicated, round down. Do not count the current semester or term if arrestee is a registered student at this time. If the arrestee completed one or more years of college, ask: DID YOU RECEIVE: Read the choices and circle the arrestee's response. If the arrestee has more than one degree, circle the choice indicating the most advanced degree. The AA degree is any associate of arts degree, possibly completed in one year but usually requiring two years. The BA/BS degree includes any bachelor's degree, possibly completed in at least three but more likely four years (or more) of full-time study. The graduate degree includes master and doctoral level degrees (including a law degree - JD) which follows attainment of a bachelor's degree. If the arrestee is currently a full-time student, circle #5. If the arrestee has a degree and is also currently a full or part-time student, circle the number corresponding to the highest degree earned to date. NOTE: THIS ITEM IS FREQUENTLY SKIPPED DURING THE INTERVIEW. THE SITE EDITOR SHOULD PAY PARTICULAR ATTENTION TO ENSURE THAT THIS DOES NOT BECOME A PATTERNED ERROR. ICPSR 9477 Page 93 6. WHAT IS YOUR CURRENT MARITAL STATUS? Read the choices to the arrestee and circle the one number that corresponds to the response. If the arrestee's response is "single, never married," ask: Are you living with a boyfriend/girlfriend? Circle the appropriate number. If the arrestee's response is that he/she has a "common law" marriage, circle #2. 7. IN THE PAST MONTH, HOW DID YOU MAINLY SUPPORT YOURSELF? Read the choices to the arrestee and circle the ONE number that corresponds to the response that best describes the MAIN form of support DURING THE LAST 30 DAYS. If an arrestee indicates two choices, it is important to determine the one activity that provided the majority of support for the arrestee. NOTE: IF TWO CHOICES ARE CIRCLED, THE EDITOR HAS NO OPTION EXCEPT TO RECODE AS MISSING DATA. "Welfare/SSI" refers to a public aid or government entitlement program such as food stamps, social security, etc., for those people who are not unable to work due to an injury or disability. "Full-time" employment generally means approximately 40 hours per week. "Part-time" employment generally assumes less than 40 hours per week without benefits. If either response is indicated, ask: WHAT KIND OF JOB? Write the TYPE of work in the space provided (i.e. waiter, store manager, data entry clerk, etc.). DO NOT INDICATE THE PLACE OF EMPLOYMENT. "Working odd jobs" applies when the respondent indicates having SEVERAL jobs of varying types, none of which provide steady, long-term employment. If this response is appropriate, ask: WHAT KIND OF JOBS? Write the TYPE of jobs in the space provided. A person is "unemployed" if he/she is not working but actively looking for a position. (If this response is indicated, probe for ANY source of income such as living with friends, parents, etc., before coding). "Mainly in school" is appropriate when the respondent is currently a full-time student. "In jail or prison" also includes work-release programs. A "housewife" is a woman supported by a spouse and not employed outside the home. This category is also used in the instance where a man is supported by a spouse and not employed outside the home (househusband). "Prostitute" includes "pimping." Page 94 ICPSR 9477 "Dealing/Drug Sales" is self-explanatory. "Other-Illegal" includes activities such as theft, burglary, shoplifting, etc. Please write the arrestee's response on the line provided. "Other-Legal" includes alimony, money from parents other family members or friends, workman's compensation, retirement pension, savings account, disability, etc. Please write the arrestee's response on the line provided. 8A. IN THE PAST MONTH, WHAT WAS YOUR TOTAL INCOME FROM ALL LEGAL SOURCES, e.g., WAGES, FOOD STAMPS, WELFARE? Enter the total amount from ALL legal sources in the space provided. REMEMBER THAT "PAST MONTH" REFERS TO THE LAST 30 DAYS. Please zero-fill if appropriate. If the amount is greater than 5 digits, repeat the question, emphasizing that it refers to the last month, not the last year. If the arrestee confirms the 5 digit response, write the number in the margin to the right of the question. The Aspen editor will code the response appropriately. Do not include non-money items such as housing or transportation vouchers. If the arrestee reports NOT RECEIVING money from any legal source, remind the arrestee that "legal" income includes a variety of sources such as wages, welfare, disability payments, retirement pension, child support, alimony, etc. If none apply to the arrestee's income situation during the past 30 days, enter a zero in each of the spaces provided. Compare against the response to Q7 (main form of support). If the response is not logical, (i.e. main form of support was welfare), gently probe to resolve the discrepancy. If the arrestee continues to claim no legal income, make a note in the margin indicating your efforts. NOTE: THE FOLLOWING CODE MAY BE USED BY THE SITE EDITOR WHEN REVIEWING Q8A - 8888 = REFUSED TO ANSWER. INTERVIEWERS SHOULD BE ENCOURAGED TO PROBE FOR A NUMERICAL RESPONSE. 8B. IN THE PAST MONTH, HOW MUCH MONEY DID YOU RECEIVE FROM ALL ILLEGAL SOURCES? Enter the total amount from ALL illegal sources in the space provided. REMEMBER THAT "PAST MONTH" REFERS TO THE LAST 30 DAYS. Please zero-fill if appropriate. If the amount is greater than 5 digits, write the number in the margin to the right of the question. The Aspen editor will code the response appropriately. Do not include non-money items such as housing or transportation vouchers. ICPSR 9477 Page 95 Sources of illegal income include gambling, prostitution, robbery, theft, etc. If the arrestee reports no illegal income, enter a zero in each of the spaces provided. Compare with the response to Q7 (main form of support). If the response is not logical, (i.e. main form of support was prostitution), gently probe to resolve the discrepancy. If the arrestee continues to claim no illegal income, make a note in the margin indicating your efforts. NOTE: THE FOLLOWING CODE MAY BE USED BY THE SITE EDITOR WHEN REVIEWING Q8B - 8888 = REFUSED TO ANSWER. INTERVIEWERS SHOULD BE ENCOURAGED TO PROBE FOR A NUMERICAL RESPONSE. 9. ARE YOU NOW OR HAVE YOU EVER RECEIVED TREATMENT OR DETOX FOR DRUG OR ALCOHOL USE? This is one of the few items on the questionnaire which permits more than one response. It is possible that a person "has received treatment in the past" AND is "currently now in treatment." If either response is indicated, ask: WHAT KIND OF TREATMENT and circle either drug, alcohol or drug and alcohol. If the arrestee has "never received treatment" circle #1. 10. DO YOU FEEL THAT YOU COULD USE TREATMENT FOR DRUG OR ALCOHOL USE? If arrestee indicates needing treatment at this time for "drug only" or "drug and alcohol" ask: FOR WHAT DRUGS? Circle each drug that the arrestee mentions. It is important to differentiate requests for crack and/or cocaine treatment. If arrestee needs treatment for a drug not on the list, circle #2-Other and write the name of the drug on the line provided. If the arrestee provides a street name, probe to establish the conventional name of the drug. BEFORE PROCEEDING TO Q11, READ ALOUD: THE FOLLOWING QUESTIONS ARE SOMEWHAT PERSONAL BUT VERY IMPORTANT TO THE RESEARCH. REMEMBER ALL YOUR ANSWERS ARE CONFIDENTIAL. 11. HOW MANY DIFFERENT PERSONS HAVE YOU HAD SEX WITH IN THE PAST YEAR? The response to this question includes all sex acts, such as intercourse, oral sex and anal sex. Remember to zero-fill if appropriate. If the arrestee is hesitant about providing an answer, again remind the arrestee of the confidentiality and anonymity of their responses. If they are having trouble determining a number, such as in the case of a prostitute, reduce the time frame (i.e. past month?) and multiply by 12 if the arrestee feels that the number of sex partners is approximately the same each month. It is important to try to obtain a numerical response to this question. If the arrestee Page 96 ICPSR 9477 "refuses to answer" or insists that he/she "does not know" the number, write the arrestee's response beside the question. The site editor will code the response appropriately. NOTE: IF THE SITE EDITOR OBSERVES THAT AN INTERVIEWER IS CONSISTENTLY HAVING DIFFICULTY OBTAINING A SPECIFIC NUMERICAL RESPONSE TO THIS QUESTION, THE SITE SUPERVISOR SHOULD BE ADVISED SO THAT THE INTERVIEWER'S TECHNIQUE CAN BE EVALUATED AND ASSISTANCE OFFERED AS NEEDED. THE FOLLOWING CODES MAY BE USED BY THE SITE EDITOR WHEN REVIEWING Q11 - 9998 = TOO MANY TO COUNT; 8888 = REFUSED TO ANSWER. Q12 IS DIFFERENT FROM EVERY OTHER QUESTION BECAUSE A NEGATIVE RESPONSE IS NOT RECORDED. PLEASE READ THE INSTRUCTIONS CAREFULLY. 12. HAVE YOU EVER TRIED....? As stated earlier, prior to asking this question, the interviewer should have calculated the age of the arrestee using the birth year indicated on the front page and written the arrestee's age at the top left of the grid. As you proceed through the drug grid, cross check responses against the calculated age. If an inconsistent response is detected, verify the age and birth year with the arrestee and change accordingly. Interviewers should first work their way down the list (vertically), asking whether the arrestee has tried each drug listed. If the arrestee indicates having EVER TRIED the drug, circle the number corresponding to the drug. After asking whether each drug on the list was "ever tried" ask if he/she has ever tried "any other drugs." If "yes," write the drug name(s) in the space provided. Next, go back to each drug that was tried, and ask the arrestee the appropriate questions, moving horizontally across the grid. (This procedure is used to prevent the arrestee from tiring of the repetitiveness of this series of questions in which case he/she might indicate negative responses just to get through this section). For example, ask if the arrestee has ever tried alcohol; if yes, circle "1". Next, ask if the person has ever tried tobacco; if no, DO NOT circle the number and proceed to the next drug on the list. Continue in this manner until the arrestee has been asked about each drug. Go back to each drug the arrestee indicated having tried and proceed horizontally across the grid. For example, if the arrestee indicates having tried alcohol, ask "When you first tried ALCOHOL, how old were you?" Record the age first tried. If the arrestee answers with a single digit answer, enter the number in the blank on the right and put a zero in the blank on the left. REMEMBER THAT "AGE FIRST TRIED" REFERS TO THE FIRST TIME THE ARRESTEE TRIED THE DRUG OF THEIR OWN VOLITION, NOT WHEN HIS/HER PARENTS PUT THE ALCOHOL ON THEIR GUMS WHEN THEY WERE BABIES OR IN THEIR BOTTLES OR WHEN THEIR FAVORITE UNCLE LET THEM TAKE A PUFF ON HIS CIGARETTE. ICPSR 9477 Page 97 Proceed with the next question; "In the last 3 days, did you use ALCOHOL?" If the arrestee gives a "yes" response, circle the corresponding number and proceed to the next question. If the arrestee answers "no," proceed to the next question. Ask "How many days did you use ALCOHOL in the last month?" "Last month" REFERS TO THE PAST 30 DAYS (Remember that "31" is an unacceptable response even though some months contain 31 days). If the response is a single digit number, indicate in the blank on the right and zero-fill the blank on the left. If the response is 28 or more days in the last 30, check the preceding question for logical consistency: they would have to have indicated use of the drug in the past three days as well. Similarly, if the answer is zero (none), check that the arrestee reported no use of the drug in the last 3 days. If the responses are consistent, enter 00, indicating no use in the last month. If the answers are not consistent, NOW is the time to resolve the discrepancy. Go back over the questions with the arrestee, indicating that "perhaps you (the interviewer) misunderstood the answers" and that you "need to double-check" the responses. Next ask, "Are you now dependent on ALCOHOL?" Some arrestees have trouble with the term "dependent." You can define "dependent" as a "need" to use the substance daily or frequently during an average week. If the response is "yes" circle the number corresponding to alcohol and proceed to the next question - "When first dependent, how old were you?" Record the age in the space provided. Remember to zero-fill if the answer is a single digit number. If the response is "no" to "needing or feeling dependent," stop and do not ask the last question. Proceed to the next drug on the list the arrestee indicated "having tried" and repeat the series of questions moving horizontally across the grid. Several additional consistency checks must be done prior to proceeding to the next question. In all cases indicating having tried a drug AND feeling dependent on the drug, the AGE FIRST TRIED MUST BE LESS THAN OR EQUAL TO THE AGE ARRESTEE WAS FIRST DEPENDENT ON THE DRUG. Additionally, compare the arrestee's response to Q10 (need for drug or alcohol treatment) with the responses on the drug grid. If the arrestee indicates needing treatment for any of the drugs listed in Q10, the arrestee should have indicated "having tried" the drug on the drug grid. For example, if the arrestee indicates that he needs treatment for PCP, then PCP (#10) should be indicated on the drug grid. If not, resolve the inconsistency with the arrestee. 13. IN THE LAST THREE (3) DAYS, DID YOU USE ANY DRUGS OTHER THAN THOSE LISTED ABOVE, FOR MEDICAL OR NON-MEDICAL REASONS? If the answer is "no" circle #1. If yes, circle #2 and ask the arrestee to name or describe the other drugs. Typical responses include over the counter drugs such as vitamins, aspirin, vivarin, cough syrup as well as medical prescriptions such as birth control pills. Page 98 ICPSR 9477 NOTE: THIS ITEM IS FREQUENTLY SKIPPED DURING THE INTERVIEW. THE SITE EDITOR SHOULD PAY PARTICULAR ATTENTION TO ENSURE THAT THIS DOES NOT BECOME A PATTERNED ERROR. 14. ARE THERE ANY NEW DRUGS ON THE STREET THAT YOU HAVE HEARD ARE BEING USED? Circle #1 if no and read the instructions preceding Q15. If the answer is "yes" ask the arrestee to tell you about the drug. This question is particularly important in establishing the emergence of new drugs on the streets or the re-emergence of drugs that were popular years ago. It can also be used to track the movement of drugs across geographic areas. Remember that this question is asking about drugs THAT ARE NEW TO THE ARRESTEE. A new drug for an arrestee might be a common drug such as crack or PCP. The following types of questions may be helpful in eliciting information: How did you hear about _____? When did you first hear about ______? Do you know anyone who has ever tried ______? How is it used (i.e. smoke, inject, snort, etc)? What are the effects? How is it sold (i.e. tablet, powder, etc)? How much does it cost? In what quantity is it sold? Is it easy to get on the street? Is it known by any other name on the street? When the data is processed, the descriptive information provided by the arrestee is recorded in a separate file. It is very important that the responses are legible. Feel free to use the margin area to the left of the question to record information. NOTE: THE SITE EDITOR SHOULD INSURE THAT HANDWRITING IS LEGIBLE AND INFORMATION IS COMPLETE. THIS ITEM IS FREQUENTLY SKIPPED DURING THE INTERVIEW. THE SITE EDITOR SHOULD PAY PARTICULAR ATTENTION TO ENSURE THAT THIS DOES NOT BECOME A PATTERNED ERROR. QUESTIONS 15 - 20 ARE SKIPPED IF THE ARRESTEE HAS TRIED ONLY ALCOHOL AND/OR TOBACCO. IF THE ARRESTEE HAS EVER TRIED ANY OTHER DRUG, PROCEED WITH QUESTIONS 15 - 20. 15. HOW MUCH MONEY DO YOU SPEND IN AN AVERAGE WEEK FOR YOUR DRUG USE, EXCLUDING ALCOHOL OR TOBACCO? For purposes of this question, an AVERAGE WEEK refers to an average week in the last month. Enter the dollar amount indicated by the arrestee. Zero fill if appropriate. ICPSR 9477 Page 99 Remember that we are interested in PERSONAL drug use, not money spent on drugs for someone else such as a spouse or a friend. Answers are limited to cash outlays for drugs. For instance, if the arrestee received the drugs for free in exchange for services, (i.e. prostitution, running/selling drugs, stolen goods), enter a zero in each space provided and make a note in the margin beside the question. NOTE: THE SITE EDITOR MAY USE THE FOLLOWING CODE IN REVIEWING Q15 -8888 = REFUSED TO ANSWER. INTERVIEWERS SHOULD BE ENCOURAGED TO PROBE FOR A NUMERICAL RESPONSE. 16. WHAT IS YOUR PREFERRED METHOD FOR USING COCAINE? Only ONE response should be circled. If the arrestee has never used cocaine or crack, circle #7. If the arrestee has tried cocaine or crack only once or twice, circle #8. If the arrestee describes a method not listed, circle #10 and describe the method on the line provided. If the arrestee indicates that he/she no longer uses cocaine or crack, ask: WHAT WAS YOUR PREFERRED METHOD? If the arrestee cannot decide on a preferred method ask: WHAT METHOD HAVE YOU USED MOST OFTEN? Compare the arrestee's response with Q12. If the arrestee indicates a preferred method for using cocaine, "having ever tried" the drug should be circled on the drug grid. If the arrestee indicates a preferred method for using crack, "having ever tried" the drug should be circled on the grid. If the arrestee indicates the preferred method of injecting cocaine with heroin, "having ever tried" both cocaine and heroin should be indicated on the drug grid. If any inconsistent responses are detected, now is the time to resolve them. One of the best ways to resolve inconsistent responses is for the interviewer to take the blame for the misunderstanding (i.e., I must have misunderstood you. In the drug grid, you did not indicate...). It is important not to alienate the respondent by suggesting that he/she is inarticulate or somehow at fault. One common source of confusion is the difference between smoking crack and freebasing cocaine. It is important to understand that smoking crack and freebasing are not the same and an effort must be made to differentiate between the two. Sometimes, the arrestee confuses the two methods. This is a possibility when the arrestee indicates only crack use on the drug grid, but selects "freebasing" as the preferred method. Remember, "freebasing" is smoking a cocaine concentrate obtained by processing powder cocaine with ether. Therefore, if "freebasing" is the preferred method, cocaine use should be indicated on the drug grid. Page 100 ICPSR 9477 17. HAVE YOU EVER INJECTED DRUGS? If the answer is No, circle #1 and go to Q21. If the answer is Yes, circle #2 and proceed to Q17A. 17A. HOW OLD WERE YOU WHEN YOU FIRST INJECTED? Record the age the arrestee first injected drugs. Remember to zero-fill if appropriate. 17B. ABOUT HOW MANY TIMES HAVE YOU INJECTED DRUGS (LIFETIME)? This question is designed to distinguish the occasional user or the person who experimented once or twice from the hard-core user. For this question only, it is not as important to get an exact number as it is to distinguish the type of user. If the arrestee can easily estimate the number of times injected, record the answer in the space provided. If the arrestee indicates that he/she has been injecting drugs for a long time, sometimes more than once a day, or has injected so many times that he/she cannot determine a specific number, enter 9998. (9998 = Too many to count and is appropriate ONLY for this question). If the arrestee refuses to provide a response, write "refused to answer" in the right margin near the question. The editor will code appropriately. NOTE: THE FOLLOWING CODE MAY BE USED BY THE EDITOR WHEN REVIEWING Q17B - 8888 = REFUSED TO ANSWER. 17C. WHICH OF THE FOLLOWING DRUGS HAVE YOU EVER INJECTED? Read each of the choices to the arrestee and circle all that he/she indicates having ever injected. Ask the arrestee if he/she has injected any drugs other than those named. If yes, circle #4-Other and record the name of the drug(s) in the space provided. It is important to compare the arrestee's answers to those provided in Q12 (Ever tried). Each drug that the arrestee "ever injected" MUST be indicated as "ever tried" in Q12. If the answers are not consistent, it is necessary to attempt to resolve the inconsistency with the arrestee. For example, if the arrestee indicates having injected heroin, but heroin use is not indicated on the drug grid, the interviewer should go back to Q12 and circle the appropriate number for heroin under the "ever tried" column and proceed horizontally across the grid asking the remaining questions. Additionally, compare the "age first tried" (Q12) of those drugs indicated as "ever injected"(Q17C) with the age reported in Q17A. For those drugs "ever injected" all of the ages "first tried" must be less than or equal to the age reported in Q17A. IT IS IMPOSSIBLE TO "FIRST INJECT" A DRUG BEFORE THE DRUG IS "FIRST TRIED." IT IS POSSIBLE TO "FIRST TRY" AND "FIRST INJECT" AT THE SAME AGE. If an age discrepancy is detected, now is the time to resolve it with the arrestee. ICPSR 9477 Page 101 17D. HAVE YOU INJECTED ANY DRUGS IN THE LAST SIX MONTHS? Circle the number corresponding to the arrestee's response. 17E. HAVE YOU EVER SHARED YOUR WORKS/NEEDLES? If the answer is No, circle #1 and proceed with the questions as indicated by the arrow. Ask: WHY HAVE YOU NEVER SHARED? Please DO NOT suggest or read the response "because of AIDS" to the arrestee. There may be another reason and if so, we would like to know what it is. If you suggest a response (as interviewers often seem to do on this item) you are introducing your own opinions into the study (which is unacceptable). If the arrestee indicates "because of AIDS," circle #1 and ask: HOW DID YOU LEARN ABOUT AIDS? Record the arrestee's response verbatim. Examples would be hearing about AIDS on television, from other users, brochures from treatment programs, etc. Probe for specifics if the response is vague. If the arrestee "has never shared" due to AIDS, check the age recorded in Q17A. Consider the age (recalculate as year) to determine if the AIDS reason is logical. For example, if the individual first injected at age 15 and was born in 1950, the year first injected would be 1965. The onset of AIDS in the United Stated occurred in the mid- 1980's. It would therefore not be logical that the arrestee would have never shared due to AIDS. If the arrestee "never shared" for some other reason, circle #2 and ask: WHAT IS THE REASON? Record the arrestee's response verbatim in the space provided. Examples would be fear of hepatitis, needles are easily obtained or freely available, etc. Remember to probe for specifics if the response is vague. Proceed to Q21. If the arrestee responds Yes to Q17E, circle #2 and continue with the questions as indicated by the arrow. Ask: HOW OFTEN DO YOU SHARE? Read the choices to the arrestee and circle the number corresponding to the arrestee's response. Proceed to Q18. 18. WHEN WAS THE LAST TIME YOU SHARED? Enter the YEAR for the last time the arrestee shared his/her needles or works. For example, if the arrestee indicates "five years ago" calculate the year by subtracting from the current year. 19. HAS AIDS AFFECTED YOUR NEEDLE SHARING? If the answer is No, circle #1 and ask: WHY HAS IT NOT AFFECTED YOUR SHARING? Record the arrestee's response verbatim. Examples are "only share with one person," "not worried about AIDS," etc. Probe for specifics if answers are vague. Page 102 ICPSR 9477 If the answer is Yes, circle #2 and ask: HOW HAS IT AFFECTED YOUR SHARING? Record the arrestee's response verbatim. Examples are "stopped sharing," "started rinsing with bleach," "shares with fewer people," etc. Probe for specifics if answers are vague. If the arrestee indicates he/she stopped injecting due to AIDS, circle #3. "Due to AIDS" refers to the knowledge of AIDS, NOT THE CONDITION OF HAVING AIDS. 20. HAVE YOU SHARED SINCE YOU HEARD ABOUT AIDS? Circle the number corresponding to the arrestee's response. NOTE: IF AN ADDENDUM IS BEING ADMINISTERED WITH THE DUF INTERVIEW, A URINE SPECIMEN IS REQUESTED AFTER BOTH THE INTERVIEW AND ADDENDUM ARE COMPLETED. 21. SPECIMEN WAS: When the interview is complete (including the addendum), the arrestee is asked to provide a urine specimen. If the arrestee seems reluctant, remind the arrestee that the interview as well as urinalysis results are confidential and anonymous and cannot be used to help or hurt the arrestee's case in court. If the arrestee refuses to provide a urine specimen, circle #1. If the arrestee tries to provide a specimen, but is unsuccessful, circle #2. If the arrestee agrees to try later and does provide a specimen, cross out #2 and circle #3. If the arrestee provides a specimen, circle #3. The following checklist, which has been provided on the Q by Q's prepared for the interviewers, is also an appropriate review for the site editor: 1. CHECK THE "INFORMATION FROM RECORDS" PORTION OF THE FORM. IF INFORMATION IS MISSING, NOTIFY THE COORDINATOR/SUPERVISOR. 2. CHECK EVERY ITEM ON THE QUESTIONNAIRE. MAKE SURE THAT ALL APPROPRIATE QUESTIONS WERE ASKED AND CODED. NOTE: Q4 (TRAINING), Q5 (COLLEGE), Q13 (OTHER DRUGS) AND Q14 (NEW DRUGS) ARE FREQUENTLY MISSED. 3. CHECK Q7 (MAIN FORM OF SUPPORT) AND VERIFY THAT ONLY ONE RESPONSE WAS ACCEPTED AND CODED. 4. COMPARE Q12 (DRUG GRID) WITH Q10 (TREATMENT) FOR CONSISTENT RESPONSES. IF A PERSON FEELS THAT HE/SHE COULD USE TREATMENT FOR A DRUG, HE/SHE MUST HAVE TRIED IT. ICPSR 9477 Page 103 5. FOR EVERY AFFIRMATIVE RESPONSE ON Q12 (DRUG GRID) CHECK TO MAKE SURE THAT THE APPROPRIATE QUESTIONS ACROSS THE GRID HAVE BEEN ANSWERED. COMPARE "AGE FIRST TRIED" WITH "AGE FIRST DEPENDENT." "AGE FIRST TRIED" MUST BE LESS THAN OR EQUAL TO "AGE FIRST DEPENDENT" WHEN APPLICABLE. COMPARE "USE IN LAST THREE DAYS" WITH "USE IN LAST MONTH." "USE IN THE LAST THREE DAYS" IMPLIES "USE IN THE LAST MONTH." WHEN "USE IN THE LAST MONTH" IS 28, 29 or 30, IT IMPLIES "USE IN THE LAST THREE DAYS." 6. COMPARE Q16 WITH Q12. IF THE ARRESTEE INDICATES A PREFERRED METHOD FOR USING COCAINE OR CRACK, HE/SHE SHOULD HAVE INDICATED "HAVING TRIED" THE DRUG ON THE GRID. IF THE ARRESTEE PREFERS TO "SPEEDBALL" (INJECT HEROIN WITH COCAINE), BOTH DRUGS SHOULD BE INDICATED ON THE DRUG GRID. 7. CHECK Q17C AGAINST THE DRUG GRID. EACH DRUG THE ARRESTEE INDICATES "HAVING EVER INJECTED" SHOULD BE INDICATED AS "HAVING TRIED" IN Q12. 8. CHECK Q21 TO INSURE THAT THE RESULT OF THE ATTEMPT TO GET A URINE SPECIMEN IS CIRCLED. IF MISSING OR INCONSISTENT DATA IS DISCOVERED BY THE SITE EDITOR REVIEW, THE INTERVIEWER SHOULD BE ADVISED AND AN ATTEMPT SHOULD BE MADE TO RELOCATE THE ARRESTEE AND RESOLVE THE DISCREPANCIES OR OBTAIN ANSWERS TO THE QUESTIONS THAT WERE MISSED. IF INTERVIEWS ARE NOT EDITED IMMEDIATELY, IT WILL NOT BE POSSIBLE TO RETRIEVE INFORMATION FROM THE ARRESTEE. HOWEVER, FEEDBACK SHOULD BE PROVIDED TO INTERVIEWERS PRIOR TO THE NEXT DAY OF DATA COLLECTION IN ORDER TO AVOID SIMILAR PROBLEMS IN SUBSEQUENT INTERVIEWS. Page 104 ICPSR 9477 ICPSR 9477 Page 105 HEROIN ADDENDUM 1. HAVE YOU EVER USED....BLACK TAR HEROIN, HEROIN, ANY OTHER KIND OF HEROIN? Circle the number corresponding to the arrestee's response in each case. If the arrestee indicates that he/she has used any type of heroin, the response should be consistent with answers provided in Q12. For example, if the arrestee indicates that he/she has used black tar heroin, the arrestee should have indicated having tried black tar heroin in Q12. If use is not indicated in Q12, the interviewer should attempt to verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. Conversely, if use is indicated on the drug grid, it should be indicated in Q1 of the Heroin Addendum. WHEN INCONSISTENT RESPONSES ARE DETECTED ON THE HEROIN ADDENDUM, THE INTERVIEWER SHOULD MAKE A GENTLE ATTEMPT TO RESOLVE DISCREPANCIES, KEEPING IN MIND THAT STRONGER EFFORTS MAY RESULT IN POOR COOPERATION THROUGHOUT THE REMAINDER OF THE INTERVIEW AND POSSIBLY A REFUSAL TO PROVIDE A URINE SPECIMEN. THIS CAUTIONARY APPROACH IS WARRANTED PARTICULARLY IN CASES WHERE THE ARRESTEE APPEARS TO BE TIRING OR BECOMING DISINTERESTED IN THE INTERVIEW. If the arrestee responds "no" to each of the three parts of Q1, go to Q5. 2. HAVE YOU EVER SMOKED HEROIN? Circle #1 if no and proceed to Q3. Circle #2 if yes. 2a. HOW OLD WERE YOU THE FIRST TIME YOU SMOKED HEROIN? Record the age indicated by the arrestee. Remember that this age must be greater than or equal to the age first tried (Q12). 2b. HOW OLD WERE YOU THE LAST TIME YOU SMOKED HEROIN? Record the age indicated by the arrestee. Remember that this age must be the arrestee's current age or less. 2c. HOW MANY DAYS IN THE LAST MONTH HAVE YOU SMOKED HEROIN? Record the number of days indicated by the arrestee (00 - 30). 2d. WHEN YOU SMOKE HEROIN, DO YOU MIX/COMBINE IT WITH ANY OTHER DRUGS? Circle #1 if no and proceed to Q3. Circle #2 if yes. A "yes" response is also acceptable if the arrestee indicates that he/she smokes heroin while using another substance, such as alcohol. For example, if the arrestee indicates that he/she smokes heroin and drinks alcohol in order to increase the effects of the drug. Page 106 ICPSR 9477 2e. WITH WHICH DRUGS DO YOU SMOKE HEROIN? Read the choices to the arrestee and circle all that apply. If a drug other than those listed is indicated, circle #5 and record the name of the drug on the line provided. Compare the responses with Q12. Each drug indicated must also be recorded on the drug grid. If use is not indicated in Q12, the interviewer must verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. 3. HAVE YOU EVER SNORTED HEROIN? Circle #1 if no and proceed to Q4. Circle #2 if yes. 3a. HOW OLD WERE YOU THE FIRST TIME YOU SNORTED HEROIN? Record the age indicated by the arrestee. Remember that this age must be greater than or equal to the age first tried (Q12). 3b. HOW OLD WERE YOU THE LAST TIME YOU SNORTED HEROIN? Record the age indicated by the arrestee. Remember that this age must be the arrestee's current age or less. 3c. HOW MANY DAYS IN THE LAST MONTH HAVE YOU SNORTED HEROIN? Record the number of days indicated by the arrestee (00 -30). 3d. WHEN YOU SNORT HEROIN, DO YOU MIX/COMBINE IT WITH ANY OTHER DRUGS? Circle #1 if no and proceed to Q4 Circle #2 if yes. A "yes" response is also acceptable if the arrestee indicates that he/she snorts heroin while using another substance, such as alcohol. For example, if the arrestee indicates that he/she snorts heroin and drinks alcohol in order to increase the effects of the drug. 3e. WITH WHICH DRUGS DO YOU SNORT HEROIN? Read the choices to the arrestee and circle all that apply. If a drug other than those listed is indicated, circle #5 and record the name of the drug on the line provided. Compare the responses with Q12. Each drug indicated must also be recorded on the drug grid. If use is not indicated in Q12, the interviewer must verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. 4. HAVE YOU EVER INJECTED HEROIN? Circle #1 if no and ask: WHY HAVE YOU NEVER INJECTED HEROIN? Record the arrestee's response on the line provided and proceed to Q5. ICPSR 9477 Page 107 Circle #2 if yes. Check Q17 (ever injected drugs) to assure a consistent response. Check Q17c (which drugs injected) to assure that "heroin" is indicated. If inconsistent responses are noted, now is the time to resolve the issue. 4a. HOW OLD WERE YOU THE FIRST TIME YOU INJECTED HEROIN? Record the age indicated by the arrestee. Remember that this age must be greater than or equal to the age first tried (Q12). 4b. HOW OLD WERE YOU THE LAST TIME YOU INJECTED HEROIN? Record the age indicated by the arrestee. Remember that this age must be the arrestee's current age or less. 4c. HOW MANY DAYS IN THE LAST MONTH HAVE YOU INJECTED HEROIN? Record the number of days indicated by the arrestee (00 - 30). Check the response to Q17d (injected in past 6 months). If the response to 17d is no, the response to this question must be 00. 4d. WHEN YOU INJECT HEROIN, DO YOU MIX/COMBINE IT WITH ANY OTHER DRUGS? Circle #1 if no and proceed to Q5. Circle #2 if yes. A "yes" response is also acceptable if the arrestee indicates that he/she injects heroin while using another substance, such as alcohol. For example, if the arrestee indicates that he/she injects heroin and drinks alcohol in order to increase the effects of the drug. 4e. WITH WHICH DRUGS DO YOU INJECT HEROIN? Read the choices to the arrestee and circle all that apply. If a drug other than those listed is indicated, circle #5 and record the name of the drug on the line provided. Compare the responses with Q12. Each drug indicated must also be recorded on the drug grid. If use is not indicated in Q12, the interviewer must verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. Additionally, compare the response with that of Q16 (preferred method for using cocaine). If the arrestee indicated speedballing as the preferred method, then he/she must indicate having combined heroin with cocaine in Q4d. Finally, compare the response to that provided in Q17c (which drugs ever injected). Again, the responses must be consistent. If inconsistent responses are noted, probe to resolve before proceeding to the next question. Additionally, some items must be looked at collectively and compared to Q12 to assure consistent and logical responses. For example, Q2a, 3a and 4a must be considered in relation to the "age first tried" of heroin and black tar heroin on the drug grid. If the arrestee has smoked and/or snorted and/or injected heroin, one of the Page 108 ICPSR 9477 ages "first tried" must equal one of the ages of the methods of use. The only exception would be if the arrestee insists that he/she has used heroin some way other than smoking, snorting or injecting. If this is the case, the response to Q14 of the addendum should be "yes" and the method must be indicated in the space provided. Qs 2c, 3c and 4c must also be considered collectively and compared to Q12. The combined response must be greater than or equal to the "number of days used in last month" on the drug grid. AT THIS POINT, THE INTERVIEW SHIFTS THE FOCUS FROM DRUG USE BY THE ARRESTEE TO INFORMATION THE ARRESTEE MAY BE WILLING TO SHARE REGARDING METHODS OF USE BY FRIENDS AND ACQUAINTANCES, THE EASE OF OBTAINING DIFFERENT TYPES OF HEROIN, THE COST OF DIFFERENT TYPES OF HEROIN AND OTHER METHODS AND COMBINATIONS INCLUDING HEROIN. 5. DO YOU KNOW OF ANYONE WHO HAS EVER SMOKED HEROIN? Circle #1 if no and proceed to Q6. Circle #2 if yes. 5a. DO THEY SMOKE HEROIN WITH ANY OTHER DRUGS? Circle #1 if no and proceed to Q6. Circle #2 if yes. Circle #4 if the answer is "don't know" and proceed to Q6. 5b. WITH WHAT DRUGS DO THEY SMOKE HEROIN? Read the choices to the arrestee and circle all that apply. If a drug other than those listed is indicated, circle #5 and record the name of the drug on the line provided. 6. DO YOU KNOW OF ANYONE WHO HAS EVER SNORTED HEROIN? Circle #1 if no and proceed to Q7. Circle #2 if yes. 6a. DO THEY SNORT HEROIN WITH ANY OTHER DRUGS? Circle #1 if no and proceed to Q7. Circle #2 if yes. Circle #4 if the answer is "don't know" and proceed to Q7. 6b. WITH WHAT DRUGS DO THEY SNORT HEROIN? Read the choices to the arrestee and circle all that apply. If a drug other than those listed is indicated, circle #5 and record the name of the drug on the line provided. ICPSR 9477 Page 109 7. DO YOU THINK THAT SMOKING HEROIN IS CURRENTLY: Read the choices to the arrestee and circle the number of the indicated response. 8. DO YOU THINK THAT SNORTING HEROIN IS CURRENTLY: Read the choices to the arrestee and circle the number of the indicated response. 9. IS SMOKEABLE HEROIN EASY TO GET? Circle the number of the indicated response. Record any comments made by the arrestee on the line provided. 10. IS HEROIN THAT YOU CAN SNORT EASY TO GET? Circle the number of the indicated response. Record any comments made by the arrestee on the line provided. 11. IS HEROIN KNOWN BY ANY OTHER NAME ON THE STREET? Circle the number of the indicated response. If the answer is "yes" ask: What other name is heroin known by on the street? Record the response on the line provided. 12. WHEN HEROIN IS MIXED/COMBINED WITH OTHER DRUGS, IS IT KNOWN BY ANY OTHER NAME? Circle the number of the indicated response. If the answer is "yes" ask the arrestee to describe the combination (i.e., which drugs) and the name of the combination. Indicate the answers on the lines provided. 13. WHAT IS THE COST OF: a. SMOKEABLE HEROIN b. SNORTABLE HEROIN c. INJECTABLE HEROIN Circle "4" for each part of the question in which the arrestee is not able to provide a cost. If the arrestee knows the cost of any of the three types of heroin, indicate the DOLLAR AMOUNT AND A QUANTITY (i.e., $10 per bag) on the lines provided. Although the question does not specifically ask for a quantity, IT IS VERY IMPORTANT TO OBTAIN THIS INFORMATION. Page 110 ICPSR 9477 14. HAVE YOU HEARD OF ANY OTHER METHODS/WAYS OF USING HEROIN OR BLACK TAR HEROIN (INCLUDING IN COMBINATION WITH OTHER DRUGS)? Circle the number corresponding to the arrestee's response. Remember that "other methods/ways" is any method OTHER THAN smoking, snorting or injecting. If the answer is "yes" ask the arrestee to describe the method and indicate on the line provided. ICPSR 9477 Page 111 EDITING THE JUVENILE DUF INTERVIEW INTRODUCTION The rules for editing juvenile interviews are the same as those for the adult interviews. The numbering of the questions is slightly different from the adult interview form and that there are several questions on the juvenile interview which are not included on the adult interview (Q3-Do you still attend school; Q5-What type of residence; Q6-Who do you live with). Also note that Q2 (highest grade completed) allows additional coding categories that are not acceptable on the adult interview (13=college; 16=graduated from college; GED=19). JUVENILE DUF INTERVIEW 1. HOW MANY HOURS AGO WERE YOU ARRESTED? Enter the number of hours the arrestee has been in custody (off the street). If the number of hours is a one-digit number, enter the number in the blank on the right and a zero in the blank on the left. For example, if the arrestee answers 1 hour, enter "01." If the arrestee provides a number that is less than a full hour (i.e. In this case, the interviewer Page 112 ICPSR 9477 should record 09. If the arrestee is a high school graduate, enter 12. If one year of college has been completed, enter 13. If the arrestee is a college graduate, enter 16. THIS IS A RARE AND UNUSUAL SITUATION WHICH REQUIRES FURTHER EXPLANATION. PLEASE PROBE TO ASSURE THAT THIS IS AN ACCURATE RESPONSE AND EXPLAIN IN THE MARGIN AREA. If arrestee obtained a GED, enter 19. If the arrestee indicates he/she has never attended school, enter a zero in the space provided. 3. DID YOU STILL ATTEND SCHOOL? Circle the number corresponding to the arrestee's response. Remember that if school is currently in recess (e.g. during the summer or spring break), ask the respondent if he/she will be returning to school. If the response is No, read the list of options under 3A and circle the response which best describes the arrestee's current situation. If the arrestee describes a situation not listed (e.g. working, transferring schools), circle #5 and write the response in the space beside the question. If the response is Yes, go to Q4. 4. ICPSR 9477 Page 113 "In jail or prison" also includes work-release programs. A "housewife" is a woman supported by a spouse and not employed outside the home. This category is also used in the instance where a man is supported by a spouse and not employed outside the home (househusband). "Prostitute" includes "pimping." "Dealing/Drug Sales" is self-explanatory. "Other-Illegal" includes activities such as theft, burglary, shoplifting, etc. Please write the arrestee's response on the line provided. "Other-Legal" includes alimony, money from parents, other family members or friends, workman's compensation, savings account, disability, etc. Please write the arrestee's response on the line provided. 5. DO YOU LIVE IN A: Read all the choices to the arrestee and circle the ONE response which best describes the arrestee's current living situation. If none are appropriate, circle #6 and specify in the space provided. 6. WHOM DO YOU LIVE WITH? Read all the choices to the arrestee and circle ALL the responses that are applicable. IF THE ARRESTEE INDICATES THAT HE/SHE LIVES ALONE, NO OTHER RESPONSE CAN LOGICALLY BE INDICATED. If a response is other than those listed, circle #8 and specify on the line provided. 7. ARE YOU NOW OR HAVE YOU EVER RECEIVED TREATMENT OR DETOX FOR DRUG OR ALCOHOL USE? More than one response is acceptable if the person "has received treatment in the past" AND is "currently now in treatment." If either response is indicated, ask: WHAT KIND OF TREATMENT and circle either drug, alcohol or drug and alcohol. If the arrestee has "never received treatment" circle #1. 8. Page 114 ICPSR 9477 BEFORE PROCEEDING TO Q9, READ ALOUD: THE FOLLOWING QUESTIONS ARE SOMEWHAT PERSONAL BUT VERY IMPORTANT TO THE RESEARCH. REMEMBER ALL YOUR ANSWERS ARE CONFIDENTIAL. 9. If the arrestee "refuses to answer" or insists that he/she "does not know" the number, write the arrestee's response beside the question. THE FOLLOWING CODES MAY BE USED BY THE SITE EDITOR WHEN REVIEWING Q9 - 9998 = TOO MANY TO COUNT; 8888 = REFUSED TO ANSWER. Q10 IS DIFFERENT FROM EVERY OTHER QUESTION BECAUSE A NEGATIVE RESPONSE IS NOT RECORDED. PLEASE READ THE INSTRUCTIONS CAREFULLY. 10. HAVE YOU EVER TRIED....? Prior to asking this question, the interviewer should calculate the age of the arrestee using the birth year indicated on the front page. Write the arrestee's age at the top left of the grid. ICPSR 9477 Page 115 For example, ask if the arrestee has ever tried alcohol; if yes, circle "1". Proceed with the next question. "In the last 3 days, did you use ALCOHOL? If the arrestee gives a "yes" response, circle the corresponding number and proceed to the next question. If the arrestee answers "no," proceed to the next question. Ask "How many days did you use ALCOHOL in the last month? "Last month" REFERS TO THE PAST 30 DAYS. (Remember that "31" is an unacceptable response even though some months contain 31 days). If the response is a single digit number, indicate in the blank on the right and zero fill the blank on the left. IF THE RESPONSE IS 28 OR MORE DAYS IN THE LAST 30, CHECK THE PRECEDING QUESTION FOR LOGICAL CONSISTENCY: THEY WOULD HAVE TO HAVE INDICATED USE OF THE DRUG IN THE PAST THREE DAYS AS WELL. Similarly, if the answer is zero (none), check that the arrestee reported no use of the drug in the last three days. Page 116 ICPSR 9477 Additionally, compare the arrestee's response to Q8 (need for drug or alcohol treatment) with the responses on the drug grid. If the arrestee indicates needing treatment for any of the drugs listed in Q8, the arrestee should have indicated "having tried" the drug on the drug grid. For example, if the arrestee indicates that he needs treatment for PCP, then PCP (#10) should be indicated on the drug grid. If not, resolve the inconsistency with the arrestee. 11. NOTE: THIS ITEM IS FREQUENTLY SKIPPED DURING THE INTERVIEW. THE SITE EDITOR SHOULD PAY PARTICULAR ATTENTION TO ENSURE THAT THIS DOES NOT BECOME PATTERNED ERROR. 12. ARE THERE ANY NEW DRUGS ON THE STREET THAT YOU HAVE HEARD ARE BEING USED? Circle #1 if no and read the instructions preceding Q13. How is it used (i.e. smoke, inject, snort, etc.)? What are the effects? How is it sold (i.e. tablet, powder, etc.)? How much does it cost? In what quantity is it sold? Is it easy to get on the street? Is it known by any other name on the street? When the data is processed, the descriptive information provided by the arrestee is recorded in a separate file. It is very important that the responses are legible. Feel free to use the margin area to the left of the question to record information. ICPSR 9477 Page 117 NOTE: THE ON-SITE EDITOR SHOULD ENSURE THAT HANDWRITING IS LEGIBLE AND INFORMATION IS COMPLETE. THIS ITEM IS FREQUENTLY SKIPPED DURING THE INTERVIEW. THE SITE EDITOR SHOULD PAY PARTICULAR ATTENTION TO ENSURE THAT THIS DOES NOT BECOME PATTERNED ERROR. QUESTIONS 13-18 ARE SKIPPED IF THE ARRESTEE HAS TRIED ONLY ALCOHOL AND/OR TOBACCO. IF THE ARRESTEE HAS EVER TRIED ANY OTHER DRUG, PROCEED WITH QUESTIONS 13-18. 13. Remember that we are interested in PERSONAL drug use, not money spent on drugs for someone else such as a spouse or a friend. Answers are limited to cash outlays for drugs. For instance, if the arrestee received the drugs for free in exchange for services, (i.e. prostitution, running/selling drugs, stolen goods), enter a zero in each space provided and make a note in the margin beside the question. NOTE: THE FOLLOWING CODE MAY BE USED BY THE SITE EDITOR IN REVIEWING Q13 - 8888 = REFUSED TO ANSWER. THE INTERVIEWERS SHOULD BE ENCOURAGED TO PROBE FOR A NUMERICAL RESPONSE. 14. Compare the arrestee's response with Q10. Page 118 ICPSR 9477 One of the best ways to resolve inconsistent responses is for the interviewer to take the blame for the misunderstanding (i.e., I must have misunderstood you. 15. HAVE YOU EVER INJECTED DRUGS? If the answer is No, circle #1 and go to Q19. If the answer is Yes, circle #2 and proceed to Q15A. 15A. HOW OLD WERE YOU WHEN YOU FIRST INJECTED? Record the age the arrestee first injected drugs. Remember to zero-fill if appropriate. 15B. THE FOLLOWING CODE MAY BE USED BY THE EDITOR WHEN REVIEWING Q15B - 8888 = REFUSED TO ANSWER. 15C. It is important to compare the arrestee's answers to those provided in Q10 (Ever tried). Each drug that the arrestee "ever injected" MUST be indicated as "ever tried" in Q10. If the answers are not consistent, ICPSR 9477 Page 119 it is necessary to attempt to resolve the inconsistency with the arrestee. For example, if the arrestee indicates having injected heroin, but heroin use is not indicated on the drug grid, the interviewer should go back to Q10 and circle the appropriate number for heroin under the "ever tried" column and proceed horizontally across the grid asking the remaining questions. Additionally, compare the "age first tried" (Q10) of those drugs indicated as "ever injected"(Q15C) with the age reported in Q15A. For those drugs "ever injected" all of the ages "first tried" must be less than or equal to the age reported in Q15A. 15D. HAVE YOU INJECTED ANY DRUGS IN THE LAST SIX MONTHS? Circle the number corresponding to the arrestee's response. 15E. If you suggest a response (as interviewers often seem to do on this item) you are introducing your own opinion into the study (which is unacceptable). If the arrestee "has never shared" due to AIDS, check the age recorded in Q15A. Consider the age (recalculate as year) to determine if the AIDS reason is logical. For example, if the individual first injected at age 15 and was born in 1950, the year first injected would be 1965. The onset of AIDS in the United Stated occurred in the mid- 1980s. It would therefore not be logical that the arrestee would have "never shared" due to AIDS. Proceed to Q19. If the arrestee responds Yes to Q15E, circle #2 and continue with the questions as indicated by the arrow. Ask: HOW OFTEN DO YOU SHARE? Read the choices to the arrestee and circle the number corresponding to the arrestee's response. Proceed to Q18. Page 120 ICPSR 9477 16. WHEN WAS THE LAST TIME YOU SHARED? Enter the YEAR for the last time the arrestee shared his/her needles or works. For example, if the arrestee indicates "five years ago" calculate the year by subtracting from the current year. 17. If the answer is Yes, circle #2 and ask: HOW HAS IT AFFECTED YOUR SHARING? Record the arrestee's response verbatim. Examples are "stopped sharing," "started rinsing with bleach," "shares with fewer people," etc. Probe for specifics if answers are vague. If the arrestee indicates he/she stopped injecting due to AIDS, circle #3. "Due to AIDS" refers to the knowledge of AIDS, NOT THE CONDITION OF HAVING AIDS. 18. 19. SPECIMEN WAS: When the interview is complete, the arrestee is asked to provide a urine specimen. The following checklist, which has been provided on the Q by Q's prepared for the interviewers, is also an appropriate review for the site editor: ICPSR 9477 Page 121 1. Check the "Information From Records" portion of the form. If information is missing, notify the coordinator/supervisor. 2. Check every item on the questionnaire. Make sure that all appropriate questions were asked and coded. Note: Q11 (other drugs) and Q12 (new drugs) are frequently missed. 3. Check Q4 (main form of support) and verify that only one response was accepted and coded. 4. Compare Q10 (drug grid) with Q8 (treatment) for consistent responses. If a person feels that he/she could use treatment for a drug, he/she must have tried it. 5. For every affirmative response on Q10 (drug grid) check to make sure that the appropriate questions across the grid have been answered. Compare Q14 with Q10. If the arrestee indicates a preferred method for using cocaine or crack, he/she should have indicated "having tried" the drug on the grid. If the arrestee prefers to "speedball" (inject heroin with cocaine), both drugs should be indicated on the drug grid. 7. Check Q15C against the drug grid. Each drug the arrestee indicates "having ever injected" should be indicated as "having tried" in Q10. 8. Check Q19 to insure that the result of the attempt to get a urine specimen is circled. Page 122 ICPSR 9477 ICPSR 9477 Page 123 HEROIN ADDENDUM 1. HAVE YOU EVER USED...BLACK TAR HEROIN, HEROIN, ANY OTHER KIND OF HEROIN? Circle the number corresponding to the arrestee's response in each case. If the arrestee indicates that he/she has used any type of heroin, the response should be consistent with answers provided in Q10. For example, if the arrestee indicates that he/she has used black tar heroin, the arrestee should have indicated having tried black tar heroin in Q10. If use is not indicated in Q10, the interviewer should attempt to verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. Conversely, if use is indicated on the drug grid, it should be indicated in Q1 of the Heroin Addendum. NOTE: WHEN INCONSISTENT RESPONSES ARE DETECTED ON THE HEROIN ADDENDUM, THE INTERVIEWER SHOULD MAKE A GENTLE ATTEMPT TO RESOLVE DISCREPANCIES, KEEPING IN MIND THAT STRONGER EFFORTS MAY RESULT IN POOR COOPERATION THROUGHOUT THE REMAINDER OF THE INTERVIEW AND POSSIBLY A REFUSAL TO PROVIDE A URINE SPECIMEN. Remember that this age must be greater than or equal to the age first tried (Q10). For Page 124 ICPSR 9477 example, if the arrestee indicates that he/she smokes heroin and drinks alcohol in order to increase the effects of the drug. 2e. WITH WHICH DRUGS DO YOU SMOKE HEROIN? Read the choices to the arrestee and circle all that apply. If a drug other than those listed is indicated, circle #5 and record the name of the drug on the line provided. Compare the responses with Q10. Each drug indicated must also be recorded on the drug grid. If use is not indicated in Q10, the interviewer must verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. 3. HAVE YOU EVER SNORTED HEROIN? Circle #1 if no and proceed to Q4. Circle #2 if yes. 3a. HOW OLD WERE YOU THE FIRST TIME YOU SNORTED HEROIN? Record the age indicated by the arrestee. Remember that this age must be greater than or equal to the age first tried (Q10). Compare the responses with Q10. Each drug indicated must also be recorded on the drug grid. If use is not indicated in Q10, the interviewer must verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. ICPSR 9477 Page 125 4. HAVE YOU EVER INJECTED HEROIN? Circle #1 if no and ask: WHY HAVE YOU NEVER INJECTED HEROIN? Record the arrestee's response on the line provided and proceed to Q5. Circle #2 if yes. Check Q15 (ever injected drugs) to assure a consistent response. Check Q15c (which drugs injected) to assure that "heroin" is indicated. If inconsistent responses are noted, now is the time to resolve the issue. 4a. HOW OLD WERE YOU THE FIRST TIME YOU INJECTED HEROIN? Record the age indicated by the arrestee. Remember that this age must be greater than or equal to the age first tried (Q10). Check the response to Q15d (injected in past 6 months). If the response to 15d is no, the response to this question must be 00. Compare the responses with Q10. Each drug indicated must also be recorded on the drug grid. If use is not indicated in Q10, the interviewer must verify use with the arrestee, circle the number corresponding to the drug and proceed across the grid, asking the appropriate questions. Additionally, compare the response with that of Q14 (preferred method for using cocaine). If the arrestee indicated speedballing as the preferred method, then he/she must indicate having combined heroin with cocaine in Q4d. Finally, compare the response to that provided in Q15c (which drugs ever injected). Again, the responses must be consistent. If inconsistent responses are noted, probe to resolve before proceeding to the next question. Page 126 ICPSR 9477 Additionally, some items must be looked at collectively and compared to Q10 to assure consistent and logical responses. For example, Q2a, 3a and 4a must be considered in relation to the "age first tried" of heroin and black tar heroin on the drug grid. If the arrestee has smoked and/or snorted and/or injected heroin, one of the ages "first tried" must equal one of the ages of the methods of use. The only exception would be if the arrestee insists that he/she has used heroin some way other than smoking, snorting or injecting. If this is the case, the response to Q14 of the addendum should be "yes" and the method must be indicated in the space provided. Qs 2c, 3c and 4c must also be considered collectively and compared to Q10. SMOKEABLE HEROIN b. SNORTABLE HEROIN c. INJECTABLE HEROIN Circle "4" for each part of the question in which the arrestee is not able to provide a cost. If the arrestee knows the cost of any of the three types of heroin, indicate the DOLLAR AMOUNT AND A QUANTITY (i.e. $10 per bag) on the lines provided. Although the question does not specifically ask for a quantity, IT IS VERY IMPORTANT TO OBTAIN THIS INFORMATION. Page 128 ICPSR 9477 14.
