Lattimore SANDHILLS [NORTH CAROLINA] VOCATIONAL SYSTEM EVALUATION PROJECT, 1983-1987 ICPSR 9224 SUMMARY: This data collection was designed to evaluate the effectiveness of a vocational training program on post-release vocational skills, employment, and recidivism of youthful male inmates 18 to 21 years old. The study used an experimental design to examine the differences in post-release activities among three inmate groups. A comprehensive inmate data base was created to describe inmates' confinement history, employment history, and their criminal records. The contextual data files provide additional information relevant to inmates' post-release activities. CLASS IV UNIVERSE: Youthful inmates 18-21 years old in North Carolina. SAMPLING: Three study groups were formed in two stages of the study: an external comparison group, an internal control group, and an internal experimental group. A random sample was internally selected from two diagnostic centers: Polk and Harnett Youth Centers for Youthful Inmates ages 18 to 21 in North Carolina. The sample was divided into two categories: an external comparison group and an experimental-control group designated for transfer to the Sandhills and Cameron Morrison Youth Centers. The transferred group members were screened by additional criteria for sample selection. Qualified members were then randomly assigned to either the experimental group or to the internal control group. These three groups resulted in 295 experimental group cases, 296 internal control group cases, and 236 external comparison group cases. NOTE: Some variables in this collection have undocumented codes. Also, the data for several variables are inconsistent with formats or code descriptions provided in the documentation. The last two years of the project was funded by National Institute of Justice grant number 85-IJ-CX-0060. 1 Page 12 ICPSR 9224 PART 1 DATASET CODEBOOK SANDHILLS VDS EVALUATION PROJECT DATASET CODEBOOK This volume describes the datasets submitted to the National Institute of Justice in partial fulfillment of grant 85-IJ-CX-0060. The data described herein were collected as part of a four-and-one-half-year project to evaluate the effectiveness of an interagency vocational training program for 18-to-21-year-old male offenders. Results of the evaluation are presented in the volume "The Sandhills Vocational Delivery System Experiment: An Examination of Correctional Program Implementation and Effectiveness." The "Sandhills data" consist of 13 Statistical Analysis System (SASR, SAS Institute Inc., Box 8000, Cary, NC 27511-8000) datasets, which are briefly described in Table 1. Subjects can be identified across the datasets by the variable EVALID. The datasets were established from information collected specifically for the evaluation (primary source-data) and from information available from various government agencies (secondar source data). Although every effort was made to assure that these datasets are as complete as possible, all information is not available for all subjects (total number of subjects was 827). In some cases, the lack of data is correlated with the evaluation group and, therefore, could lead to biases in results if proper care is not taken with the data. Thus, prospective users of these data are advised to review the descriptive material included in this volume and to read the final evaluation report prior to undertaking any analyses. Number of observations indicates multiple observations per subject for some datasets. 1 ICPSR 9224 Page 15 discuss the four primary source datasets (ACTIVITY, ENROLPH, ENROLSY, and the nine secondary source datasets (ARRESTS, CRATES,DOCEDUC, INMATE, POPDATA, POSTREL, PROB, RECID, UNEMPLOY, and WAGEDATA). Following these descriptive materials are tables presenting the variable names, labels, and coding information for each dataset; coding information for variables requiring extensive descriptions (i.e., variables that may take on many different values) is presented as attachments at the end of the volume. Data collection instruments are included in appendices. Evaluation Research Design and Subjects The Sandhills evaluation was designed to determine the effectiveness of an interagency vocational training program for youthful male offenders. The training program (the Vocational Delivery System) evolved over the past 15 years at Cameron Morrison Youth Center MYC) and Sandhills Youth Center ) and entails re-training vocational skills evaluation, priority assignment to vocational programs, community readiness training, pre-release employment counseling with prison job development specialists and Employment Security Commission offender specialists), and post-release job placement. The purpose of the evaluation was to determine whether (1) the VDS improved the vocational skills of offenders, (2) improved job skills would lead to improved post-release employment, and (3) improved employment would lead to a reduction in recidivism. The evaluation incorporated a true experimental design. The original evaluation design (Phase I) incorporated two stages of selection and random assignment of inmates to three study groups: an experimental and an internal control group at CMYC/SYC and an external-- to CMYC and SYC -- control or comparison group. Members of the experimental group were participants in the VDS program. The first stage of random assignment occurred at Polk or Harnett Youth Centers, the diagnostic/processing centers for male youthful offenders in North Carolina. Subjects were randomly assigned to either the external comparison group or to a group designated for transfer to CMYC. At CMYC, additional screening criteria were applied and those meeting the criteria were assigned to either the internal control or the experimental group.1 Assignment to these three groups continued from June 3, 1983 through November 4, 1984, a period designated Phase I of the evaluation. At the end of Phase I, assignment of individuals to the external control group ceased; random assignment of individuals to the internal control and the experimental groups continued through June 39 1986. A total of 827 1 Page 16 ICPSR 9224 subjects was enrolled. The Phase I enrollment included 460 subjects- --236 external comparison group members and 224 internal control and experimental group members. Total enrollment in the internal control and experimental groups was 591; this enrollment includes 296 internal control group members and 295 experimental group members. Of those enrolled in the study, 152 (12 external comparison and 140 control and experimental group members) were still in prison when the final data were collected from the Department of Correction in June 1987. The comparability of the three study groups can be summarized as follows: 1. Members of the internal control and experimental groups were indistinquishable statistically on a variety of socia-demographic, pre-incarceration employment and criminal history variables. 2. Members of the external comparison group and the Phase I enrollees in the internal control and experimental groups were indistinquishable statistically on many socio-demographic and pre-incarceration employment variables. The groups differ in their criminal histories. Specifically, members of the external comparison group were serving much shorter sentences on average than were the internal control and experimental group members. This difference is attributable to the selection criteria that are described in detail in the final evaluation repart. Additional information on the research design and characterizations of the subjects and the study groups is contained in the final evaluation report. Primary Source Datasets This section provides information about the four primary source data sets. These data were collected with the cooperation of two North Carolina agencies--the Department of Correction (both the Youth Prison Command and the Division of Adult Probation and Parole) and the Employment Security Commission (ESC). Personnel of these organizations completed data collection instruments in conjunction with routine interaction with evaluation subjects. The exception to this procedure was the collection of the post-release follow-up data that are included in the POSTREL dataset. Collection of these data required special trips into the community to locate released subjects. Evaluation data collection was not a primary job responsibility of any individual, nor was anyone paid specifically to collect data for the evaluation. The following section describes 1 ICPSR 9224 Page 17 the data collection procedures, the data "type," and the limitations of each dataset. ACTIVITY DATASET The ACTIVITY dataset was provided by a computerized management information system (MIS) established at CMYC in June 1983.2 This dataset details all activities, including vocational, academic, work and personal enrichment programs, undertaken by inmates at CMYC and SYC. The information includes the name of the activity, the dates of participation in each activity, and scores at the completion of the activity. In some cases, the inmate's scare prior to undertaking a training class is also reparted. The reason for termination of each activity (e.g., completion, transfer or reassignment) is also included. The dataset also includes a counter of number of meetings missed for an activity, although it is believed that this information was not routinely entered and, thus, the usefulness of this data item is questionable. The ACTIVITY data set provided to NIJ is current through July 1986. A more current ACTIVITY data set could not be acquired as of the end of August 1987, due to personnel changes at CMYC and to hardware problems with the MIS. The MIS 'crashed" in early March 1987 and is no longer being used. Efforts to update this information continue, with requests to the NC DOC (specifically CMYC officials) through Dr. Gary Gottfredson, the individual who developed the system that was in use. It is hoped that data through February 1987 can eventually be recovered. These data, if recovered, will be provided to NIJ. ENROLPH DATASET The ENROLPH (enrollment at Polk/Harnett) dataset contains information collected on external comparison group members at the time of their enrollment in the study. Thus, these data were collected during the period June 3, 1983 through November 4, 1984. The data were collected by case managers at Polk and Harnett Youth Centers. A copy of the enrollment form is included as Appendix A. This dataset includes socio-demographic (date of birth, race, etc.), criminal history (crime, length of sentence, type of offender), and pre-incarceration employment (wages, hours worked, etc. for three jobs prior to incarceration) information. The pre-incarceration employment information is particularly interesting, as it provides a mare in-depth profile of the offenders' work history than is obtainable 1 Page 18 ICPSR 9224 from other sources. ENROLSY DATASET The ENROLSY (enrollment at Sandhills Youth) dataset provides "enrollment" information on the CMYC/SYC control and experimental group members. The data were provided by the CMYC MIS. An update on this data, through February 1987, was obtained. This dataset includes the same information as that contained in ENROLPH, as well as information on rule violations while at CMYC and SYC. The dataset also includes information about the inmate's case managers and, as appropriate, job development specialists. Variables indicating the times an inmate saw a case manager (or job development specialist) are also included, but this information may not be complete for all inmates. There is a shortcoming to this dataset that should be noted by anyone interested in the pre-incarceration employment variables. Specifically, this information was not collected for members of the control group for a period of about 9 months.3 The bias, if any, that this deficiency has on analysis of this information is not known; however, it should be noted that there was no systematic selection of subjects for whom data were collected. Additionally, comparison of subjects for whom these data were available with those for whom it was not revealed no significant differences in the socio-demographic and criminal history variables. Those for whom this information is missing can be identified by examining the variable ESTATUS; if ESTATUS is equal to zero (0), the information is missing. POSTREL-DATASET The POSTREL dataset contains primary-source post-release data on members of all groups. The data were collected either by (1) probation and parole officers (if the subject was paroled) or (2) ESC offender specialists (if the subject was released, not on parole).5 The follow-up forms used to collect post-release information are included in Appendix B.4 The POSTREL dataset contains detailed information on the post-release employment activities of only those subjects who were located by those charged with collecting this information. The subjects in this dataset do not represent a random sample of the evaluation population. Specifically, information is much more likely to be available for experimental subjects than for control and comparison group members. Although the same groups of individuals (parole officers and offender specialists) were 1 ICPSR 9224 Page 19 charged with collecting information an members of all three study groups, the offender specialists, who were assisting experimental subjects in their post-release job searches, were more likely to know--and thus report--the whereabouts and activities of the experimental than the control and comparison group members. Further, it is believed (as a result of analyses on these data and discussions with the data collectors) that reports an the control and comparison groups were mare likely for those who were engaged in positive (school or employment) activities than those engaged in negative (unemployed or re-arrested) activities. This bias in the data collection could lead to the conclusion that the control and comparison group members were "doing much better" post-release than the experimental group members. Secondary Source Datasets This section provides information on the nine datasets that were derived from information routinely collected by the DOC, the ESC, and the Police Information Network (PIN). These data augment and supplement the data contained in the primary source datasets. The data are of two types--subject information (ARRESTS, DOCEDUC, INMATE, PROB, RECID, and WAGEDATA) and "environmental" (CRATES, crime rates in NC by county; POPDATA, population figures for CMYC and SYC by month for the evaluation period; and UNEMPLOY, unemployment rates in NC by county). Acquisition of subject information was limited by the availability of the appropriate identification number for the subjects. Specifically, to acquire data from the DOC (datasets DOCEDUC, INMATE, PROB and RECID), DOC numbers were needed; to acquire data from the ESC (dataset WAGEDATA), social security numbers were required; and to acquire data from the PIN (dataset ARRESTS), FBI numbers were required. The DOC numbers were provided on the subject enrollment forms. Two "passes" through the DOC's data base were made: The first pass identified those for whom no match was found; subsequently, a visual search of DOC's recards was made in an effort to correct erroneous numbers; the second pass was successful in matching records for 815 of the 827 subjects. Social security numbers were collected on the enrollment forms and also through a search of the DOC inmate dataset; social security numbers were available for 683 of the 827 subjects. FBI numbers were "pulled" from the DOC inmate data set; FBI numbers were availabe for 736 of the 1827 subjects. As these numbers appear to have been equally available for experimental, control, and comparison group members, no selection bias is believed to exist in these data. More information on these datasets follows. 1 Page 20 ICPSR 9224 ARRESTS DATASET The ARRESTS dataset was prepared from data provided by the PIN. This dataset provides a "complete" arrest history of each subject for whom (a) an FBI number was available and (b) PIN data were available. Availability of an FBI number was not correlated with group membership. The shortcomings of PIN data have been widely reported, although some feel that the arrests data contained in these records is better and more complete than disposition data.6 Thus, only arrest data were used. There is no reason to believe that a bias exists in these data with respect to the evaluation groups. CRATES DATASET This dataset includes semi-annual crime rates (events/100,000 population) for each of NC's 100 counties. Data were available for each semi-annual period July 1983 through December 1985. The rate is for Property Index A crimes, which include burglary, robbery, and larceny. Arson is not included in Property Index A. DOCEDUC DATASET This dataset contains information extracted from the INMATE dataset. It provides data on programs "completed" by subjects. Data are available for the 815 subjects for whom DOC information was obtained. In addition, to the program information from INMATE, this dataset also includes summary measures of program completion by type--vocational, academic, and other. This data is limited in that completion scores (numeric and pass/fail/incomplete) are reported on for the GED; thus, how well an inmate did in a course, such as barbering, can not be determined from these data. INMATE DATASET This dataset contains selected variables from the DOC Inmate records. Information includes criminal history, social history, socio-demographic data, incarceration experience (e.g., program participation and rule violations), and release information. POPDATA DATASET 1 ICPSR 9224 Page 21 POPDATA contains the monthly populations of CMYC and SYC for the evaluation period. There are two entries for CMYC between June 1983 and April 1984. Entries for the variable CMYC represent the male population at this one-time co-educational facility, while entries for the variable TOTAL represent the total institution population. Females were removed from CMYC in March/April 1984 and, thus, afterwards TOTAL and CMYC are the same value. PROB The PROB dataset contains selected variables from the DOC probation records. Information includes social history, as well as "assessment" and "needs" information on the parolee. RECID The RECID dataset contains selected information from DOC inmate records for those subjects who have an incarceration after the completion of the incarceration during which they were enrolled in the evaluation. Most of the data relates to the new sentence(s) for which the subject is serving.7 UNEMPLOY DATASET The UNEMPLOY dataset contains unemployment rates by county during the period April 1984 through September 1985. Later data could not be obtained in time for inclusion in this dataset. WAGEDATA DATASET The WAGEDATA dataset includes quarterly employment information for those subjects for whom (a) a social security number was available and (b) ESC records existed. The ESC collects wage and employment information from only those employers who are required by law to pay unemployment compensation insurance. Therefore, these data do not reflect wages and employment in all industries, nor do they reflect any self-employment data. Chapter Notes 1. At the beginning of the evaluation, CMYC and SYC 1 Page 22 ICPSR 9224 comprised a single administrative unit within the DOC Youth Command. CMYC is a medium custody facility that also houses some minimum custody inmates; SYC is a minimum-custody institution. Normally, an inmate enters CMYC and transfers to SYC upon obtainment of minimum custody status. Some inmates, of course, are never transferred to SYC, but are diverted to more secure facilities or to adult prisons. 2. The original MIS was developed by and operated from Sandhills Community College. This system was modified and restructured for a personal computer by Dr. Gary Gottfredson of the Johns Hopkins University under a grant from the National Institute of Justice. The system has not been operational since February 1987. 3. This information was collected by the evaluators at CMYC at the time of the evaluation of an experimental group member or by special interview for members of the control group. As a result of personnel changes, the interviews with the control group members were not held for a period of time. This situation was corrected as soon as it was detected by the evaluation team. 4. Two follow-up forms were used during the course of the study. The original form was modified in 19869 some questions were eliminated and additional employment questions were added. 5. The procedure for collection of follow-up data was as follows: For subjects who were paroled, follow-up forms were sent to the appropriate parole officers with a request to complete and return the form. For subjects who were released (not an parole), the follow-up forms were sent to ESC offender specialists serving in the region to which the inmate was released. Compliance with the request for information varied highly in two ways. First, some parole officers did not comply, although this cannot be tested or controlled for because information on the identification of those completing the forms was not kept. Second, the offender specialists were much mare likely to know the whereabouts of the experimental subjects because they were assisting them in their post-release job search and had more specific knowledge of where these individuals could be found. On the other hand, the offender specialists had to take time from their other responsibilities in order to attempt to locate released members of the control and comparison groups. It seems reasonable to assume that the offender specialists were more likely to find members of these two groups who were making an effort to conform than those who had reverted to crime or otherwise "dropped out 1 ICPSR 9224 Page 23 of society." 6. The PIN data is, of course, Uniform Crime Reparting data. "Data Quality of Criminal History Records," a 1985 report by the Bureau of Justice Statistics, National Institute of Justice, suggests that "arrest reparting is generally reliable and presents only a modest data quality problem compared to disposition reporting" (NCJ-98079, p.25). 7. The NC DOC maintains two separate files for inmate records--active and inactive records. Each incarceration is represented by a single record. The inmate recard remains active until the sentence is completed, at which time it is transferred to the inactive inmate record data base. Thus, the inmate record continues in active status until the individual completes parole or conditional release. Revocation of conditional release or parole is noted on the active record and information pertaining to the subsequent re-incarceration is included in the original inmate record. The data in RECID are derived from "new," active records for the evaluation subjects--where "new" signifies an incarceration that began after completion of the enrollment sentence.
